Job Overview:
The position of Roster - ITU-FCDO Technical Support and Coordination Consultant involves providing essential coordination and technical support for the implementation of ITU-FCDO activities as outlined in the respective country workplan. The consultant will work under the guidance of the ITU-FCDO Senior Project Manager and will be responsible for offering technical expertise on topics related to policy and regulation, connectivity, digital sustainability, and digital skills. The role requires maintaining relationships with government entities, the FCDO DAP project team, and other stakeholders within the designated country. The consultant will also be expected to conduct research, contribute to publications, and coordinate training and workshops related to the project activities. This position is crucial for fostering effective regulation and sustainable investment in underserved communities in DAP countries, which include Brazil, Indonesia, Kenya, Nigeria, and South Africa.

Duties and Responsibilities:
The consultant will be responsible for several key duties, including:
  • Providing necessary coordination and technical support for the implementation of ITU-FCDO activities as described in the country workplan.
  • Offering technical expertise on relevant topics related to policy and regulation, connectivity, digital sustainability, and digital skills.
  • Supporting and maintaining relationships with government entities, the FCDO DAP project team, and related stakeholders in close coordination with the ITU-FCDO Senior Project Manager and the relevant ITU Regional office.
  • Coordinating project stakeholders and keeping ITU and FCDO DAP colleagues updated on activities through regular meetings, project management tools, and progress reports.
  • Conducting research and contributing to publications, as well as coordinating and delivering training and workshops related to the agreed project activities.
  • Ensuring timely completion and delivery of agreed ITU-FCDO activities within budget and specified timeframes, to a high standard.
  • Supporting the coordination of meetings with ITU and FCDO-DAP colleagues to discuss project progress and future activities.
  • Delivering technical inputs for research, publications, and workshops as part of the country workplan activities.
  • Submitting reports, including mission reports and contributions for internal and external progress reviews and meetings. 1
  • Finalizing a report that shares achievements and lessons learned, including the development of case studies or presentations around the programme activities in the country.

Required Qualifications:
Candidates must possess a university degree in telecommunication, information technology, law, international development, business administration, or a related field. Alternatively, education from a reputed college of advanced education with a diploma equivalent to a university degree in one of the aforementioned fields is acceptable. An advanced degree in a related field would be considered an advantage. Additionally, candidates should have at least five years of progressively responsible experience in telecommunication projects or programmes in the context of international development, with at least two years at the international level. An advanced degree in a related field can substitute for one year of working experience, while a Doctorate can substitute for two years of working experience. ICT policy and regulatory experience is also required.

Educational Background:
The educational background required for this position includes a university degree in telecommunication, information technology, law, international development, business administration, or a related field. Candidates with education from a reputed college of advanced education with a diploma equivalent to a university degree in one of the specified fields are also eligible. An advanced degree would be advantageous, enhancing the candidate's qualifications for the role.

Experience:
The position requires candidates to have a minimum of five years of progressively responsible experience in telecommunication projects or programmes, particularly in the context of international development. This experience should include at least two years at the international level. Candidates with an advanced degree in a related field may have one year of required experience waived, while those with a Doctorate may have two years waived. This level of experience is essential to ensure that the consultant can effectively contribute to the ITU-FCDO activities and support the development goals of the organization.

Languages:
Candidates must have advanced knowledge of English. For national candidates from Brazil and Indonesia, advanced knowledge of the national language is also required. Proficiency in additional languages may be beneficial but is not mandatory for this position.

Additional Notes:
This roster is open exclusively to national candidates from the DAP countries: Brazil, Indonesia, Kenya, Nigeria, or South Africa. The contract duration is set for 60 working days, and the position is classified as a consultant role. The remuneration for this position ranges between USD 230 and USD 250 per working day, depending on the consultant's work experience. Candidates are required to complete an online application and provide accurate information. The recruitment process may include tests and assessments, as well as competency-based interviews. ITU utilizes communication technologies such as video or teleconference for candidate assessments. It is important to note that ITU does not charge any fees at any stage of the recruitment process.
