Job Overview:
The Finance and Compliance Officer P-3 position is integral to the Budget and Finance Services Section within the Division of Administration at the CTBTO. This role involves planning and coordinating financial closure processes, ensuring compliance with International Public Sector Accounting Standards (IPSAS), and overseeing the integrity of financial data within the organization's ERP system. The officer will be responsible for preparing year-end financial statements, managing the asset register, and ensuring that all financial transactions align with relevant regulations and policies. The position requires a proactive approach to financial management, compliance reviews, and collaboration with various stakeholders to ensure accurate financial reporting and adherence to established standards. The officer will also play a key role in liaising with auditors and implementing audit recommendations, making this position critical for maintaining the financial health and accountability of the organization.

Duties and Responsibilities:
The Finance and Compliance Officer will undertake a variety of duties, including but not limited to: planning and coordinating monthly and annual financial closure processes; preparing year-end financial statements and disclosures in compliance with IPSAS; ensuring compliance of recorded financial transactions with relevant regulations; providing oversight for inventories, tangible and intangible assets, and leases; maintaining the organization's asset register; reviewing and monitoring financial data integrity within the ERP system; analyzing financial accounts and preparing periodic finance reports; conducting compliance reviews; developing and implementing an assets compliance program; liaising with internal and external auditors; and assisting in updating financial policies in line with IPSAS developments. The officer will also be responsible for leading data reviews and overseeing the implementation of audit recommendations related to financial processes.

Required Qualifications:
Candidates must possess a professional accounting certification and be a member of an internationally recognized accounting body. A minimum of five years of progressively responsible experience in accounting, finance, or business administration is required, with at least three years of experience in compliance and inventory management, particularly concerning tangible and intangible assets and leases. Familiarity with IPSAS or IFRS is essential, along with demonstrated knowledge of modern ERP systems, preferably SAP. Strong analytical skills, attention to detail, and the ability to communicate effectively with various stakeholders are also crucial for this role.

Educational Background:
A university degree in finance, business administration, or a related field is required for this position. This educational background provides the foundational knowledge necessary for understanding complex financial systems and compliance requirements within an international organization.

Experience:
The ideal candidate should have at least five years of relevant professional experience, with a focus on accounting, finance, or business administration. This experience should include a minimum of three years working with compliance and inventory management, particularly in relation to tangible and intangible assets and leases. Experience in an international organization and a proven understanding of IPSAS or IFRS are highly desirable.

Languages:
Excellent written and oral communication skills in English are essential for this position. Knowledge of other official CTBTO languages, such as Arabic, Chinese, French, Russian, and Spanish, is considered desirable and may enhance a candidate's application.
