Job Overview: The consultant will play a pivotal role in providing technical guidance and expertise to facilitate the delivery of a comprehensive program of work focused on health financing emergency responses. This position involves collaboration with the Alliance and WHO’s health financing team to conduct analytics, develop reports, and contribute to capacity-building efforts. The consultant will be expected to navigate the complexities of health financing transitions, particularly in contexts where countries face significant reductions in external assistance. The role requires a deep understanding of health financing systems and the ability to provide actionable insights to support both immediate responses and long-term reforms. The consultant will also be responsible for disseminating best practices and aligning external financing flows with domestic public financial management systems.
Duties and Responsibilities:
Develop and contribute to webinars and materials to disseminate WHO’s guidance on health financing emergencies, sharing experiences related to navigating health financing challenges. Expected completion by March 2026.
Summarize quantitative indicator analyses to guide countries in understanding the effects of blended payment on UHC outcomes. Expected by March 2026.
Review and summarize quantitative analytical plans across countries monitoring the adoption of blended payment indicators. Expected by April 2026.
Collaborate with WHO’s health financing team to create a coherent outline for the State of Health Financing report. Expected by May 2026.
Facilitate the development of two country reports on the impact of aid reductions, working with analytical teams and country offices. Expected by June 2026.
Provide technical feedback to research teams on paying providers for primary care, contributing to the Alliance’s efforts. Expected by July 2026.
Synthesize country results on the effects of blended payment on UHC outcomes. Expected by September 2026.
Develop a synthesis report on country experiences regarding changes in aid for health, with implications for global health architecture. Expected by October 2026.
Advise on and provide inputs for training and capacity-building materials related to WHO’s Health Financing Progress Matrix. Expected by November 2026.

Contribute to the development, publication, and dissemination of the completed State of Health Financing report. Expected by January 2027.
Required Qualifications: Essential qualifications include an advanced university degree in medicine, health, economics, or public health. The consultant must possess expert knowledge in health financing systems and related concepts, with demonstrated skills in knowledge translation, management, and brokering. Strong coordination and global liaison skills are essential, along with excellent writing and editing capabilities. The consultant should also have sound analytical skills and project management experience, with the ability to review policies and practices in health financing and overall health systems. Desirable qualifications include expertise in capacity building and familiarity with web platforms.
Educational Background: Candidates must hold an advanced university degree in a relevant field such as medicine, health, economics, or public health. This educational background is crucial for understanding the complexities of health financing and systems, as well as for effectively contributing to the program's objectives.
Experience: A minimum of five years of experience is required, specifically in supporting and leading health financing and health systems-related work. This experience should focus on global coordination and dissemination efforts. Desirable experience includes working on public health services, efficiency-related issues, and sustainability in the context of transitioning from donor assistance. The consultant should have a proven track record of engaging with various stakeholders at country, regional, and global levels.
Languages: Expert knowledge of English is mandatory for this position. Intermediate knowledge of French is considered desirable, as it may enhance communication and collaboration with a broader range of stakeholders in the health financing domain.
Additional Notes: The consultancy is expected to last for 11 months, with a remuneration band level B ranging from USD 7,000 to USD 9,980 per month. The consultant will work off-site and is not expected to travel. Living expenses are not applicable as this is a home-based position.
