Job Overview: The Senior National Cybersecurity Strategy Consultant will provide on-demand expertise to assist countries in formulating and implementing their national cybersecurity strategies as part of multi-country support coordinated by ITU. The consultant will play a crucial role in ensuring that each supported country develops a robust, inclusive, and actionable cybersecurity strategy that aligns with international best practices and ITU’s guidance. The position requires a comprehensive understanding of cybersecurity issues and the ability to engage with various stakeholders to foster collaboration and buy-in for the strategy's development and implementation. The consultant will be responsible for conducting strategic assessments, reviewing policies, engaging stakeholders, mapping risks, drafting national strategies, and providing capacity-building training sessions.
Duties and Responsibilities: The consultant will conduct a thorough assessment of the country’s current cybersecurity posture, including reviewing existing national cybersecurity strategies, analyzing institutional structures, and evaluating the overall cyber threat environment. They will review and analyze the national policy and legal landscape related to cybersecurity, identifying gaps and providing recommendations to align the national framework with international standards. The consultant will engage key stakeholders across government, private sector, academia, and civil society, organizing consultations and workshops to gather inputs. They will map out critical information infrastructure, assess cyber risks, and support national stakeholders in drafting the National Cybersecurity Strategy document and associated action plans. The consultant will also organize validation workshops, develop training materials, and deliver training sessions to support the strategy's implementation.
Required Qualifications: Candidates must possess an advanced university degree in cybersecurity, security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">information security, computer science, public policy, or a related field. Alternatively, education from a reputed college of advanced education with a diploma equivalent to an advanced degree in one of the specified fields is acceptable. Professional certifications or training in cybersecurity strategy, cyber policy, or incident management (e.g., CISM, CISSP, ISO 27001) are considered an asset. Candidates should have at least seven years of progressively responsible experience in cybersecurity strategy development, cyber policy advisory, or national CSIRT/CIRT establishment, including three years at the international level. Experience in formulating or implementing national-level cybersecurity policies or strategies is essential, along with proven experience in multicultural environments and project monitoring and assessment.
Educational Background: An advanced university degree in cybersecurity, information security, computer science, public policy, or a related field is required. Alternatively, candidates may have education from a reputed college of advanced education with a diploma equivalent to an advanced degree in one of the specified fields. Professional certifications or training in relevant areas such as cybersecurity strategy or incident management are advantageous and can enhance a candidate's profile.
Experience: Candidates should have a minimum of seven years of progressively responsible experience in the field of cybersecurity strategy development, cyber policy advisory, or national CSIRT/CIRT establishment. This experience must include at least three years at the international level, demonstrating hands-on involvement in formulating or implementing national-level cybersecurity policies or strategies. Experience working in multicultural environments and coordinating with diverse stakeholders, including government agencies and international organizations, is crucial. Additionally, candidates should have experience in monitoring and assessing projects for effective implementation. A Doctorate in a related field may substitute for three years of working experience.
Languages: Knowledge of English at an advanced level is mandatory. Proficiency in another official language of the Union, such as Arabic, Chinese, French, Russian, or Spanish, would be considered an advantage and could enhance communication with diverse stakeholders.

The remuneration for this position ranges between USD 280 and USD 450 per working day, depending on the consultant's work experience and the complexity of the assignment.
