Job Overview: The Senior Financial Management Specialist position is situated within the Public Financial Management Division (PFFM) of the Procurement, Portfolio, and Financial Management Department at ADB. The role is based in the Mongolia Resident Mission (MNRM) in Ulaanbaatar, Mongolia, with an initial assignment of three years. The position involves providing technical guidance and advice on financial management and financial due diligence (FDD) to ensure high standards of financial management performance across ADB's operations. The specialist will lead efforts in developing and implementing financial management guidelines, support sovereign operations teams in developing financial management strategies, and oversee junior team members. The role requires a proactive approach to identifying areas for improvement and streamlining processes, particularly in alignment with ADB's digitalization agenda.
Duties and Responsibilities: The Senior Financial Management Specialist will be responsible for a comprehensive range of duties including: providing technical guidance and analysis on financial management issues; supporting the development and implementation of financial management guidelines; advising sovereign operations teams on financial management strategies; leading financial management assessments of executing and implementing agencies; preparing financial projections and conducting financial analyses; proposing mitigation measures for identified financial risks; ensuring compliance with ADB's financial management and audit requirements; conducting reviews of Audited Project Financial Statements and Audited Entity Financial Statements; overseeing the performance of reporting staff; and engaging in knowledge sharing activities with counterparts within and outside ADB. The specialist will also participate in project preparation and review missions, ensuring that financial issues are addressed effectively throughout the project lifecycle.
Required Qualifications: Candidates must possess a Master's degree in Business, Finance, Commerce, or a related field, or a University degree with at least 5 years of specialized experience relevant to the position. A professional accounting qualification from an internationally recognized institution affiliated with the International Federation of Accountants (IFAC) is required. Additionally, candidates should have at least 10 years of relevant professional experience in financial management or a related area, preferably with international experience across ADB's developing member countries. Expertise in financial management, project leadership, and mentoring team members is essential, along with strong written and verbal proficiency in English.
Educational Background: The educational background required for this position includes a Master's degree in a relevant field such as Business, Finance, or Commerce. Alternatively, candidates with a University degree and significant specialized experience may also be considered. A professional accounting qualification from an internationally recognized institution is mandatory, highlighting the importance of formal education in finance and accounting for this role.
Experience: The position requires a minimum of 10 years of relevant professional experience in financial management or a related field. Additional Notes: This is a fixed-term appointment with the possibility of renewal, initially for a period of up to three years.
