Job Overview:
The Finance Specialist position is a critical role within the Danish Refugee Council's Addis Ababa Country Office, focusing on financial management and compliance across a complex multi-donor portfolio. The National Finance Specialist will serve as the technical anchor for donor budgeting and reporting, analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis, and forecasting. This role requires a high degree of independence and the ability to manage financial operations remotely. The Specialist will ensure that financial outputs are timely, accurate, and compliant with donor requirements, while also providing coaching and capacity-building to finance staff and relevant stakeholders. The position is pivotal in coordinating all financial aspects of the country’s reporting cycles, ensuring alignment with DRC’s Operations Handbook and donor regulations. The Specialist will also be responsible for maintaining data integrity within the ERP/Dynamics system, enhancing financial analysis capabilities, and supporting the overall financial health of the organization.

Duties and Responsibilities:
  • Lead the development of donor proposal budgets and revisions, ensuring compliance with donor rules and internal cost-coverage strategies.
  • Draft and validate budget narratives and coordinate with various departments to ensure timely and realistic budget packages.
  • Own the end-to-end donor financial reporting cycle, producing clear and error-free reports while ensuring compliance with statutory obligations.
  • Conduct monthly BFU meetings, drive variance analysis, and provide financial insights to senior management.
  • Design and enforce quality control checklists to support compliance with donor and DRC rules.
  • Strengthen the use of Dynamics ERP for financial reporting and analytics, providing training and support to finance staff.
  • Run a financial calendar to ensure timely inputs and outputs for all financial processes.
  • Provide remote mentoring and coaching to finance staff, facilitating practical clinics on financial analysis and reporting.
  • Build and maintain standard templates for financial reporting and documentation to enhance efficiency and reduce errors. 1
  • Prepare documentation for audits and support partner capacity strengthening on budgeting and reporting.

Required Qualifications:
  • Minimum of 3 years of international practical experience in financial management within INGO/humanitarian settings.
  • Proven expertise in donor budgeting and financial reporting, with experience in managing multi-donor portfolios.
  • Strong knowledge of compliance requirements for various donors, including ECHO, EU, SIDA, FCDO, and USAID.
  • Proficiency in ERP systems, particularly Microsoft Dynamics, with a strong understanding of financial analysis and forecasting.
  • Excellent technical guidance and training skills, with a track record of working collaboratively with national partners and local authorities.

Educational Background:
A Master’s degree in finance, Business Administration, Accounting, or a related field is required. Additionally, a professional qualification such as ACCA, CPA, or CMA is highly desirable, demonstrating a commitment to professional development and expertise in financial management.

Experience:
Candidates should have a minimum of 3 years of relevant experience in financial management, particularly in international non-governmental organizations or humanitarian settings. Experience leading donor budgeting and financial reporting is essential, along with a proven track record of compliance with multi-donor requirements. The ability to work independently and manage multiple priorities in a demanding environment is crucial.

Languages:
Fluency in written and spoken English is mandatory, with the ability to produce concise executive notes and reports. Proficiency in additional languages may be considered an asset but is not required for this position.

Additional Notes:
The contract length for this position is 12 months, and it is classified as a National Contract Band G2 – Non-Management. The designated duty station is the Addis Ababa Country Office, with a start date as soon as possible. Salary and conditions will be in accordance with the Danish Refugee Council’s Terms of Employment for National employees.
