Job Overview:
The administration" style="border-bottom: 1px dotted #007bff !important;">Land Administration Specialist will be responsible for providing technical support for the implementation of the UTF Project, which focuses on land consolidation in Georgia. This role involves working closely with various stakeholders, including government authorities, local communities, and international experts, to ensure the successful execution of land consolidation activities. The incumbent will play a crucial role in facilitating communication and coordination among different parties involved in land administration and will contribute to the development of a National Land Consolidation Strategy. The position requires a strong understanding of land governance and the ability to work collaboratively with diverse groups to achieve project objectives.

Duties and Responsibilities:
The incumbent will have a wide range of responsibilities, including:
  • Providing technical support for the implementation of land consolidation activities under the UTF Project, collaborating with relevant units within the Ministry of Environmental Protection and Agriculture (MEPA) and the Land Management Agency (LMA).
  • Acting as the primary liaison for communication and coordination with land administration authorities in Georgia, focusing on cadastral and land registry data, systematic registration, land records updating, and land valuation.
  • Supporting the successful implementation of land consolidation pilot projects, which involves conducting feasibility studies, interviewing landowners and farmers, and coordinating land surveying efforts.
  • Organizing and participating in training sessions and workshops for LMA and MEPA staff, as well as awareness-raising activities related to land consolidation.
  • Facilitating consensus-building among landowners, farmers, government institutions, and other stakeholders.
  • Supporting integrated land use planning in selected pilot areas in collaboration with local communities.
  • Identifying and mitigating risks associated with land consolidation projects, including resistance from landowners and environmental concerns.
  • Contributing to the finalization of the national strategy for land consolidation and ensuring quality assurance for all project deliverables.
  • Performing other related duties as required.

Required Qualifications:
Candidates must possess a Master’s degree in Land Administration, Land Surveying, Geomatics, or a related field. Additionally, a minimum of 5 years of experience in land administration or land management is required. A working knowledge of English at a C-level for both speaking and writing is mandatory, and candidates must be nationals of Georgia. The FAO core competencies include a focus on results, teamwork, effective communication, relationship building, and knowledge sharing. Technical skills in computer literacy, particularly with spreadsheets and databases, are also essential.

Educational Background:
The educational background required for this position includes a Master’s degree in a relevant field such as Land Administration, Land Surveying, or Geomatics. Candidates must have their qualifications recognized by an institution accredited in the World Higher Education Database (WHED).

Experience:
Candidates should have a minimum of 5 years of relevant experience in land administration or land management. Experience with fieldwork and direct contact with landowners in systematic land registration programs is highly desirable. Additionally, experience working in multidisciplinary teams and large-scale development projects will be considered an asset.

Languages:
A working knowledge of English is required, specifically at a C-level for both speaking and writing. Knowledge of additional languages may be beneficial but is not mandatory.
