Job Overview:
The consultancy position aims to provide technical and coordination support to the Royal Government of Cambodia in reviewing and updating the national essential health service packages (EHSPs) for primary health care. The consultant will play a crucial role in ensuring the consistent and quality delivery of health services, alongside developing a referral policy and guidelines. This role involves working closely with the Ministry of Health and the World Health Organization to facilitate the alignment of various health service packages and guidelines. The consultant will be responsible for collecting and consolidating evidence to influence the content and structure of the EHSPs, ensuring that they are based on the needs of the population and the available resources. The position requires a strong understanding of health systems and the ability to communicate effectively with various stakeholders to support the development of a monitoring framework for tracking the implementation of the EHSPs.

Duties and Responsibilities:
The consultant will have a comprehensive set of duties and responsibilities, including:
  • Providing coordination support (35% of time) by monitoring progress against implementation plans and facilitating alignment across steering and working groups.
  • Offering technical support (65% of time) which includes: - Collecting, consolidating, and communicating evidence for input to EHSPs and guidelines. - Supporting resource and systems requirements analysis for feasible implementation. - Ensuring needs-based priority setting based on disease burden and existing guidance. - Drafting guidance on standard procedures for the development and regular update of packages and guidelines. - Supporting the development of national referral guidelines and a monitoring framework for referral effectiveness. - Assisting with primary health care demonstration site activities.
  • Facilitating and coordinating meetings and consultations, ensuring that relevant documents are prepared and available for review.
  • Optimizing the functionalities of the DHIS 2 system to track relevant indicators for evaluating primary health care service model performance.
  • Assisting the Health Systems Development team in technical report writing and translations as necessary.

Required Qualifications:
The position requires a university degree in medicine, public health, social science, business administration, or a related field. A postgraduate degree in relevant fields is desirable. Essential qualifications include a minimum of 8 years of working experience in a public sector clinical setting in Cambodia, with previous experience providing technical support to the Ministry of Health in health systems, quality improvement, or clinical management. Desirable qualifications include a good understanding of Cambodia's service delivery system, project planning and management skills, and experience in evidence gathering for clinical practice. Highly developed computer skills, particularly in Microsoft Office, and strong language and communication skills in both English and Khmer are essential.

Educational Background:
Candidates must possess a university degree in a relevant field such as medicine, public health, social science, or business administration. A postgraduate degree in medicine, public health, or health service management is considered an advantage. The educational background should reflect a strong foundation in health systems and public health principles.

Experience:
Candidates should have a minimum of 8 years of relevant experience in a public sector clinical setting in Cambodia. This experience should include providing technical support to health ministries, particularly in areas related to health systems and quality improvement. Familiarity with the Cambodian health service delivery system and experience in project planning and management are also important.

Languages:
Proficiency in English is mandatory, with strong oral and written communication skills required for technical reporting and presentations. Knowledge of Khmer is also essential, as the consultant will need to communicate effectively with local stakeholders and translate documents as necessary.

  • The consultant may be required to travel to provinces as needed. Remuneration for the position will be determined based on qualifications and experience.
