Job Overview:
The JPO - Programme Officer (Search and Rescue (SAR)) will play a crucial role in supporting the implementation of IOM's Search and Rescue-related activities in Libya. The incumbent will work under the overall supervision of the Chief of Mission and the direct supervision of the Programme Coordinator (Immigration and Border Governance). The position involves contributing technical inputs and information to staff and partner NGOs for effective implementation of activities, monitoring, reporting, and coordination. The Programme Officer will assist in planning and supporting the implementation of SAR-related projects, identifying synergies, and facilitating linkages with other mission activities. The role also includes monitoring the project's budgetary, administrative, and technical aspects, ensuring compliance with IOM policies and donor requirements. The Programme Officer will be responsible for facilitating procurement and distribution of materials, monitoring project implementation, and coordinating capacity-building activities for government agencies and local partners. Additionally, the incumbent will contribute to communication and visibility activities, maintain records of project activities, and support the development of new program/project possibilities.

Duties and Responsibilities:
  • Support the implementation of IOM's Search and Rescue-related activities, contributing technical inputs and information to staff and partner NGOs.
  • Assist in planning and supporting the implementation of SAR-related projects, identifying synergies, and facilitating linkages with other mission activities.
  • Monitor the project's budgetary, administrative, and technical aspects in line with IOM policies and donor requirements.
  • Facilitate the procurement and distribution of materials and equipment, ensuring timely administrative and organizational processes.
  • Monitor project implementation and the work of local implementing partners, proposing corrective actions as necessary.
  • Draft and contribute to regular project and activity reports, including donor narrative reports.
  • Coordinate meetings and capacity-building activities for partner government agencies and stakeholders.
  • Support communication and visibility activities of the project in coordination with the Public Information Unit.
  • Strengthen coordination efforts with government entities, embassies, UN agencies, and other stakeholders involved in SAR activities. 1
  • Maintain up-to-date records of cases and distribution lists for project activities. 1
  • Contribute to trend analysis and desk research, supporting the development of new program/project possibilities. 1
  • Perform other duties as assigned.

Required Qualifications:
  • Dutch nationality.
  • Maximum age of 32 years as of 31 December of the year of application.
  • Master’s degree or equivalent in Political or Social Sciences, Development Studies, Human Rights, International Relations, Law, or a related field from an accredited academic institution with two years of relevant professional experience; or a Bachelor’s degree with equivalent studies and four years of relevant professional experience.
  • Equivalent studies in the National Armed or security" style="border-bottom: 1px dotted #007bff !important;">Security forces of the country of residence with four years of relevant professional experience.
  • Experience in the field of migrants’ assistance with a government or UN agency, or a regional or international organization in a peacekeeping/peacebuilding environment.
  • Experience in project administration.
  • Work experience within the UN system should not exceed 1 year, including UNV, (paid) UN internship, and UN consultancy.
  • Relevant internship experience will only be counted if it was full-time and took place within the UN system, a multilateral institution, public sector, NGOs, or formal volunteering organizations.

Educational Background:
The educational background required for this position includes a Master’s degree or equivalent in Political or Social Sciences, Development Studies, Human Rights, International Relations, Law, or a related field from an accredited academic institution. Alternatively, a Bachelor’s degree with equivalent studies is acceptable, provided the candidate has four years of relevant professional experience. Additionally, equivalent studies in the National Armed or Security forces of the country of residence with four years of relevant professional experience are also considered acceptable.

Experience:
The position requires experience in the field of migrants’ assistance with a government or UN agency, or a regional or international organization in a peacekeeping or peacebuilding environment. Candidates should have experience in project administration and should note that work experience within the UN system should not exceed one year, which includes UNV, paid UN internships, and UN consultancies. Relevant internship experience will only be counted towards the minimum years of required experience if it was full-time and took place within the UN system, a multilateral institution, public sector, NGOs, or formal volunteering organizations.

Languages:
Fluency in English is required for this position, both oral and written. A working knowledge of Arabic is highly desirable, and proficiency in another official UN language (Chinese, French, Russian, or Spanish) is considered an advantage. The proficiency of required languages will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The contract type for this position is fixed-term for one year, with the possibility of extension up to three years. The position is classified at the P-2 step 1 grade level. The JPO position includes a Duty Travel and Training Allowance (DTTA) of $4000 per year, which may be used for learning activities related to the assignment and career development. The position is based in Tripoli, Libya, which is classified as a non-family duty station due to prevailing security conditions. United Nations staff are required to reside within the UNCC compound, which serves as a secure accommodation facility. Movement outside the compound is strictly prohibited unless authorized for official purposes. The selection process may be used to staff similar positions in various duty stations, and recommended candidates will remain eligible for appointment in a similar position for a period of 24 months. Candidates must be medically fit for appointment and meet any residency or visa requirements.
