Job Overview: The consultant will be responsible for conducting a comprehensive legal assessment of the identity management framework in Lebanon. This role is crucial in supporting IOM's mission to ensure universal access to legal identity, which aligns with the Global Compact for Safe, Orderly and Regular Migration and the Sustainable Development Goals. The consultant will analyze existing laws, regulations, and government decrees related to identity management, biometrics, and personal data protection. The findings will inform the development of policies and capacity-building activities aimed at enhancing Lebanon's identity management systems. The consultant will also contribute to the planning of a pilot program to modernize biometric processes within the national ID management systems, ensuring compliance with international standards and human rights principles.
Duties and Responsibilities: The consultant's primary duties will include:
Conducting a desk review of existing legal frameworks and institutional settings related to identity management in Lebanon.
Developing a detailed work plan and methodology for the legal assessment, which will be validated by IOM.
Analyzing the legal frameworks governing access to identity and the renewal of identity documents for Lebanese citizens and the diaspora.
Identifying gaps and needs for reinforcement or harmonization within the legal identity ecosystem.
Utilizing IOM's Legal Identity System Maturity Assessment Methodology to provide actionable recommendations for establishing a mature legal identity system in Lebanon.
Preparing and submitting an inception report, draft legal assessment report, and final report, including an executive summary and presentation.
Ensuring that all deliverables meet quality standards and align with the scope of the assignment.
Engaging with relevant stakeholders, including government authorities and civil society organizations, to gather insights and feedback.
Required Qualifications: Candidates must possess a Master's degree in public or law" style="border-bottom: 1px dotted #007bff !important;">international law or a related legal field from an accredited institution. A minimum of 7 years of relevant legal experience in the Lebanese context or similar is required. Candidates should have a proven record of knowledge regarding international laws and standards for the identification and protection of personal data. Familiarity with identity management systems, civil registration, and digital transformation in public administration is essential. Strong critical and analytical thinking skills, along with proficiency in legal research and analysis, are necessary for this role. Experience in liaising with government authorities and other institutions is considered a strong advantage.
Educational Background: The position requires a Master's degree in public or international law or a related legal field from an accredited educational institution. This educational background is crucial for understanding the complex legal frameworks and international standards that govern identity management and personal data protection.
Experience: The consultant should have a minimum of 7 years of relevant legal experience, particularly within the Lebanese context or in similar environments. This experience should include a strong understanding of identity management systems and legal identity ecosystems, as well as experience in legal research and analysis.
Languages: Proficiency in Arabic and English is required for this position. Knowledge of additional languages may be considered an asset, but Arabic and English are mandatory for effective communication and reporting.
Additional Notes: The consultancy is categorized as Category B and is expected to last for a duration of 3 months. The consultant will be required to submit deliverables at specified intervals, with payments tied to the completion of these deliverables. The consultant must comply with IOM's intellectual property and confidentiality policies, as well as applicable data protection laws, including the EU General Data Protection Regulation (GDPR). Travel may be required, and the consultant will be responsible for their own medical insurance for non-occupational accidents or illnesses. IOM has a zero-tolerance policy regarding misconduct and does not charge any fees during the recruitment process.
