Job Overview: The WASH Specialist position is crucial for the development, preparation, management, implementation, monitoring, and evaluation of the WASH CEE programme within the country programme. Reporting to the WASH Manager at P-4 level, the Specialist is expected to provide technical guidance and management support throughout the programming process. This role involves facilitating the administration and achievement of WASH-related output results, ensuring that the programme aligns with UNICEF's mission to promote the rights of every child. The Specialist will engage in various key functions including programme development and planning, programme management, monitoring and delivery of results, and providing technical and operational support for programme implementation. Additionally, the role requires involvement in humanitarian WASH preparedness and response, networking and partnership building, as well as innovation, knowledge management, and capacity building.
Duties and Responsibilities: The duties and responsibilities of the WASH Specialist include:
Developing and planning WASH programmes that align with UNICEF's strategic objectives.
Managing and monitoring the implementation of WASH programmes to ensure timely delivery of results.
Providing technical and operational support for effective programme implementation.
Preparing for and responding to humanitarian WASH needs in emergencies.
Building and maintaining partnerships with government and non-government stakeholders to enhance programme effectiveness.
Innovating and managing knowledge to improve WASH practices and capacity building efforts.
Ensuring that all WASH initiatives are gender-sensitive and inclusive, addressing the needs of vulnerable populations.
Required Qualifications: To qualify for the WASH Specialist position, candidates must possess an advanced university degree in public health, social sciences, behavior change communication, engineering, or another relevant technical field. Additional relevant post-graduate courses that complement the main degree are considered a strong asset. Candidates should also demonstrate a minimum of five years of professional experience in WASH-related programmes at national and/or international levels, with a deep understanding of the WASH sector in Pakistan. This includes knowledge of government structures, roles, and responsibilities, as well as experience in developing proposals, reports, and grant management. Strong analytical, writing, advocacy, and presentation skills are essential, along with expertise in at least two areas such as programme/project management, capacity development, knowledge management, and monitoring and evaluation.
Educational Background: Candidates must have an advanced university degree in fields relevant to WASH, such as public health, social sciences, behavior change communication, or engineering. Additional post-graduate courses that enhance the main degree are advantageous and will be viewed favorably during the selection process.
Experience: The position requires a minimum of five years of professional experience in WASH-related programmes, with a strong emphasis on both national and international contexts. Candidates should have a proven track record of working effectively in the WASH sector, particularly in Pakistan, and should have experience in humanitarian situations, demonstrating the ability to adapt and respond to emergencies.
Languages: Fluency in English is mandatory for this position. Knowledge of the local language of the duty station is considered an asset, as it can enhance communication and engagement with local communities and stakeholders.
