Job Overview:
As a Communications Officer at ADB, you will play a crucial role in supporting the production and development of high-quality, audience-centric digital content. This includes creating various forms of media such as webpages, blogs, articles, project stories, and publications, as well as news releases and op-eds. Your work will be integral to enhancing ADB's communication efforts and ensuring that the organization's messages resonate with diverse audiences. You will collaborate closely with the Content Production Division and will be responsible for drafting and editing content, producing multimedia assets, and providing editorial support for various communications initiatives. Additionally, you will assist in managing crisis communications and reputational risks, ensuring that ADB's messaging remains consistent and effective during challenging times. Your role will also involve supporting high-level meetings and events, as well as managing contributions to the ADB Blog and other platforms.

Duties and Responsibilities:
The Communications Officer will have a diverse set of responsibilities, including but not limited to:
  • Drafting and editing news releases, op-eds, and other media materials to ensure clarity and engagement.
  • Writing articles, Q&As, and project stories aimed at securing earned media coverage.
  • Producing video and multimedia assets that effectively communicate ADB's mission and initiatives.
  • Providing editorial support for the President Support Team and other media activities, including preparing talking points.
  • Assisting in the creation of content for managing crisis and reputational risks, including drafting reactive messaging.
  • Supporting the organization of DOCK-led meetings and high-level HQ-based events by providing content and editorial support.
  • Managing the editorial process for adb.org webpages, DevAsia, and the ADB Blog, including soliciting contributions and overseeing design and layout.
  • Supporting the production of DOCK-led publications such as the ADB Annual Report and Member Factsheets.
  • Assisting in the recruitment, onboarding, and management of consultants and contractors relevant to the division's work. 1
  • Performing other related tasks as assigned by the supervising Technical International Staff, as outlined in the workplan.

Required Qualifications:
To be considered for the Communications Officer position, candidates must possess the following qualifications:
  • A Bachelor's degree in Communication Arts, Journalism, Broadcast Journalism, Visual Arts, Video Production, Multimedia Arts, or a related field.
  • Additional certifications or training in video production are highly desirable, with a preference for candidates who have undergone advanced training.
  • A minimum of 8 years of relevant work experience in communications, media, or related fields.
  • Strong writing and editing skills, with a proven ability to produce high-quality content for diverse audiences.
  • Expertise in multimedia production, including story definition, planning, producing, and post-production processes.
  • Experience in video editing and operating video/photo cameras is highly desirable.
  • A high degree of creativity demonstrated through previous multimedia production work.
  • Experience with social media and digital content/multimedia production is an advantage.
  • Familiarity with website content management systems, infographics software, and marketing" style="border-bottom: 1px dotted #007bff !important;">digital marketing services. 1
  • Excellent organizational and interpersonal skills, with the ability to manage multiple responsibilities and clients simultaneously. 1
  • A good understanding of development and communication issues in the Asia-Pacific context, along with familiarity with brand positioning for international organizations.

Educational Background:
Candidates must hold a Bachelor's degree in a relevant field such as Communication Arts, Journalism, Broadcast Journalism, Visual Arts, Video Production, Multimedia Arts, or an equivalent discipline. Additional certifications or specialized training in video production are highly desirable, particularly for those who have pursued advanced training in this area. This educational background is essential to ensure that candidates possess the foundational knowledge and skills necessary for effective communication and multimedia production within the context of ADB's mission.

Experience:
The position requires candidates to have at least 8 years of relevant work experience in communications, media, or related fields. This level of experience is crucial for ensuring that the Communications Officer can effectively manage the diverse responsibilities associated with the role, including content creation, multimedia production, and crisis communication. Candidates should demonstrate a strong track record of producing high-quality content and managing communications initiatives in a professional setting.

Languages:
Proficiency in English is mandatory for this position, as it is the primary language of communication within ADB and for its external stakeholders. Candidates should possess strong writing and editing skills in English to effectively produce and refine content. While not mandatory, knowledge of additional languages relevant to the Asia-Pacific region would be considered an advantage, as it may enhance the ability to communicate with diverse audiences and stakeholders.

Additional Notes:
This appointment is open to both internal and external applicants and is classified as a fixed-term appointment for an initial period of 3 years. At the end of this initial period, ADB may choose to extend the appointment for up to 2 additional years, convert it to a regular appointment, or allow it to expire based on organizational needs and the performance of the staff member. The decision regarding extension or conversion will be made in the overall interest of ADB, taking into account the necessity of the staff member's skills and experience in the foreseeable future, as well as their performance and suitability for continued employment.
