Job Overview:
The Senior Human Resource Specialist position is situated within the Talent Management Division of the Budget, People, and Management Systems Department at ADB. This role is pivotal in overseeing a wide array of human resources functions aimed at supporting the development, implementation, and enhancement of personnel policies and programs aligned with the Strategic HR Framework to support Strategy 203
  • The incumbent will act as a Talent Management HR Business Partner for assigned client departments and lead a Talent Management Team, focusing on initiatives that strengthen talent management, including managing, retaining, and developing staff. The position requires a proactive approach to engage with client departments, identify talent pipelines, and provide strategic advice on workforce planning, performance management, and employee development. The Senior Human Resource Specialist will also be responsible for ensuring compliance with HR policies and procedures, facilitating communication, and leading recruitment efforts in collaboration with client departments.

Duties and Responsibilities:
The Senior Human Resource Specialist will undertake a variety of responsibilities, including serving as the primary contact for client departments regarding HR policies and procedures, leading engagement initiatives to develop talent pipelines, advising on workforce planning and organizational design, and ensuring timely action on non-vacancy driven staff actions. The role involves participating in management team meetings to understand departmental priorities, guiding client departments in implementing performance management programs, and providing career development advice to staff. Additionally, the incumbent will contribute to the design and implementation of HR policies, lead recruitment selection panels, and provide leadership and support to junior team members, ensuring their ongoing development and performance management.

Required Qualifications:
Candidates must possess a Master's Degree or equivalent in human resources, business or public administration, economics, social sciences, or related fields. Alternatively, a university degree combined with at least 5 years of specialized experience relevant to the position may be considered. Affiliation with recognized professional HR associations such as CIPD, IPMA, or SHRM is advantageous. The role requires at least 10 years of relevant professional experience in talent retention and employee relations, with additional experience in talent acquisition and position management being beneficial. Candidates should demonstrate the ability to undertake new initiatives, possess sound judgment and decision-making skills, and effectively engage with various stakeholders, including staff, management, and external counterparts.

Educational Background:
The educational background required for this position includes a Master's Degree or equivalent in fields such as human resources, business or public administration, economics, social sciences, or related disciplines. A university degree with substantial relevant experience may also be acceptable. Professional certifications from recognized HR associations can enhance a candidate's profile.

Experience:
The position requires a minimum of 10 years of relevant professional experience, particularly in areas related to talent retention, employee relations, and human resource management. Experience in international development finance institutions or multinational organizations is highly valued, as is international experience working across various countries.

Languages:
Excellent written and verbal communication skills in English are mandatory for this position. Proficiency in additional languages may be considered an asset, particularly in the context of ADB's diverse operational environment.

Additional Notes:
This is a fixed-term appointment for an initial period of 3 years, with the possibility of extension for up to 2 additional years, conversion to a regular appointment, or termination at the end of the initial period based on ADB's needs and the staff member's performance. The position is full-time and requires relocation to Manila, with all reasonable relocation expenses covered.
