Job Overview:
The consultant position is part of a larger initiative aimed at advancing transboundary cooperation and integrated water resources management in the Dniester River Basin. The OSCE seeks to expand its pool of experts to support the implementation of a project funded by the Global Environment Facility (GEF) and implemented in collaboration with UNDP and UNECE. The consultant will be expected to provide project management, scientific, engineering, analytical, technical, and policy support in various areas related to water resources management, environmental science, and interdisciplinary fields. The role requires a deep understanding of the challenges faced in the Dniester River Basin and the ability to contribute to the development and implementation of strategic actions under the Strategic Action Programme (SAP). The consultant will work closely with stakeholders, including governmental and non-governmental organizations, to enhance cooperation and capacity building in water management and environmental protection.

Duties and Responsibilities:
The consultant will be responsible for a range of tasks, including but not limited to: providing project management support for GEF/UNDP projects; conducting scientific and technical analyses related to water resources and environmental management; developing and implementing river basin management plans; assessing ecological flow and restoration needs; conducting institutional reviews and legal assessments related to water governance; supporting stakeholder engagement and public awareness initiatives; contributing to the development of communication strategies and outreach materials; and ensuring alignment with international environmental agreements and national legislation. The consultant may also be involved in research and development activities, gender mainstreaming in environmental issues, and providing assistance in project implementation processes. Deliverables will be defined in individual contracts based on project needs.

Required Qualifications:
Candidates must possess a minimum first-level university degree or a second degree (MSc) in relevant fields such as life sciences, environmental science, social and political science, or interdisciplinary disciplines. A third-level degree is not essential but will be considered an asset. Additionally, candidates should have at least 2 years of relevant experience in public or private sectors, or academia, particularly in areas related to water resources management, environmental science, or project management. Technical skills in data analysis, modelling, and research design are essential, along with a strong understanding of the socio-political context of the Dniester River Basin. Experience with GEF/UNDP projects and knowledge of OSCE procedures are also advantageous.

Educational Background:
The educational background required for this position includes a first-level university degree or equivalent in relevant fields such as life sciences, environmental science, social and political science, or other interdisciplinary and applied disciplines. A second degree (MSc) is preferred, while a third-level degree is considered an asset. Candidates should demonstrate a solid foundation in the principles of environmental management, water resources, and related scientific disciplines.

Experience:
Candidates should have a minimum of 2 years of relevant experience in public or private sectors, or academic settings, focusing on areas such as water resources management, environmental science, or project management. Experience working with international or intergovernmental organizations, particularly in the context of environmental and socio-political challenges in the Dniester River Basin, is highly valued. Familiarity with GEF/UNDP project management processes and the ability to engage with stakeholders effectively are also important.

Languages:
Excellent knowledge of at least one of the following languages is required: English, Romanian, or Ukrainian. Strong communication and drafting skills are essential, as well as the ability to adapt communication styles to different audiences. Proficiency in additional languages may be considered an asset, particularly in relation to stakeholder engagement and capacity building activities.

Additional Notes:
The position is offered as a Special Service Agreement (SSA) or consultant role, with a part-time schedule. The contract duration and specific tasks will be defined at the time of contract conclusion, based on project needs.
