Job Overview:
The position of National Individual Consultant for Human Rights Research and Policy Expert involves conducting comprehensive research and analysis on human rights issues within Pakistan. The consultant will be expected to provide expert advice and recommendations to enhance the effectiveness of human rights policies and practices. This role requires a deep understanding of the local context, legal frameworks, and international human rights standards. The consultant will work closely with UNDP and other stakeholders to develop strategies that promote human rights and address violations. The assignment is expected to last for a total of 180 working days over a period of 12 months, commencing from the signing of the contract. The consultant will be responsible for delivering high-quality research outputs and policy recommendations that align with UNDP's objectives in Pakistan.

Duties and Responsibilities:
The duties and responsibilities of the National IC - Human Rights Research and Policy Expert include:
  • Conducting thorough research on human rights issues in Pakistan, including but not limited to civil, political, economic, social, and cultural rights.
  • Analyzing existing policies and frameworks related to human rights and identifying gaps and areas for improvement.
  • Engaging with stakeholders, including government agencies, civil society organizations, and international partners, to gather insights and perspectives on human rights challenges.
  • Developing policy briefs and recommendations based on research findings to inform decision-making processes.
  • Facilitating workshops and discussions to promote awareness and understanding of human rights issues among stakeholders.
  • Monitoring and evaluating the implementation of human rights policies and initiatives, providing feedback and suggestions for enhancement.
  • Preparing reports and presentations to communicate research findings and policy recommendations to UNDP and other relevant parties.

Required Qualifications:
The required qualifications for this position include:
  • A strong background in human rights law, international relations, or a related field.
  • Proven experience in conducting research and analysis on human rights issues, preferably in the context of Pakistan or similar regions.
  • Excellent analytical and critical thinking skills, with the ability to synthesize complex information into clear and actionable recommendations.
  • Strong communication skills, both written and verbal, with the ability to engage effectively with diverse stakeholders.
  • Familiarity with UNDP's mission and objectives, as well as an understanding of the political and social landscape in Pakistan.

Educational Background:
Candidates should possess at least a Master's degree in human rights, law, social sciences, or a related field. A PhD in a relevant discipline would be an advantage. Additional certifications or training in human rights advocacy, research methodologies, or policy analysis would also be beneficial.

Experience:
The position requires a minimum of 5 years of relevant professional experience in human rights research, policy development, or advocacy. Experience working with international organizations, government agencies, or civil society organizations in Pakistan is highly desirable. Demonstrated expertise in conducting qualitative and quantitative research methods is essential.

Languages:
Fluency in English is mandatory, both written and spoken. Proficiency in Urdu or other local languages is highly desirable, as it will facilitate communication with local stakeholders and enhance the quality of research.

Additional Notes:
The contract duration for this position is 180 working days, spread over 12 months. This is a full-time consultancy role, and the consultant will be expected to work closely with UNDP and other partners. The position is open to national candidates only, and compensation will be commensurate with experience and qualifications.
