Job Overview:
The consultant will work under the supervision of the Programme Management Officer in the Finance Unit of the Mitigation Branch within the Climate Change Division. The primary function of this position is to conduct a comprehensive analysis of business accelerators and financial mechanisms that support climate-resilient livelihoods, particularly for women and marginalized groups. The consultant will engage with key stakeholders, including UN Women and UNEP, to align project objectives and methodologies. The role involves reviewing existing literature, conducting interviews, and synthesizing findings into actionable recommendations. The consultant will also prepare a presentation to communicate these findings effectively to UNEP and UN Women. This position is crucial in supporting the EmPower programme, which aims to accelerate gender-responsive climate action across Asia and the Pacific, thereby contributing to the long-term goal of enhancing gender equality and environmental sustainability in the region.

Duties and Responsibilities:
The consultant's duties include conducting initial consultations with UN Women and UNEP to align on project objectives, reviewing relevant documents and literature, selecting key stakeholders for interviews, and finalizing a detailed analysis based on stakeholder inputs. The consultant will provide actionable recommendations regarding business accelerators, financial mechanisms from commercial banks, and public policies affecting these ecosystems. Additionally, the consultant will incorporate feedback from UN Women and UNEP to finalize the analysis and prepare a PowerPoint presentation to present findings. Performance will be evaluated based on the efficient completion of deliverables, ensuring quality and completeness as per UNEP's standards.

Required Qualifications:
Candidates must possess a Master’s degree or an equivalent certification in social sciences, economics, business administration, statistics, or a related field. Alternatively, a first-level university degree combined with five additional years of qualifying experience may be accepted. A minimum of 10 years of progressively responsible experience in business analysis is required, along with experience in reviewing policy environments and providing policy recommendations. Candidates should have experience in designing tools and strategies for data collection and analysis, strong communication skills, and knowledge about gender equality and women's empowerment. Experience working with UN bodies, international organizations, or the non-profit sector is highly desirable, as is knowledge of climate finance and the SME sector.

Educational Background:
The educational background required for this position includes a Master’s degree in a relevant field such as social sciences, economics, business administration, or statistics. A first-level university degree may be accepted in lieu of the advanced degree if accompanied by sufficient relevant experience. This educational foundation is essential for understanding the complexities of business analysis, policy review, and the socio-economic factors influencing climate finance and gender equality.

Experience:
The position requires at least 10 years of progressively responsible experience in business analysis. Candidates should have a proven track record of reviewing policy environments and providing actionable recommendations. Experience in designing data collection tools and strategies, as well as producing analytical reports, is crucial. The ideal candidate will also have strong communication skills and a deep understanding of gender equality issues, particularly in relation to climate finance and the empowerment of women.

Languages:
Fluency in English and Vietnamese is mandatory for this position. Knowledge of another UN official working language is considered an asset, enhancing the candidate's ability to communicate effectively in a multilingual environment and collaborate with diverse stakeholders.
