Job Overview:
The Planning Coordination and Programme Analyst will support the Country Programme Coordinator (CPC) in strategic planning and implementation of UN Women’s new and emerging strategic joint programmes, particularly the Zero Hunger Accelerator. This role involves inter-agency coordination, resource mobilization, partnership building, and advocacy. The analyst will provide substantive inputs for the formulation of concept notes, annual work plans, and other programming documents. They will also prepare briefing materials for UN events, support the development of strategic partnerships, and engage in advocacy campaigns related to gender equality and women's empowerment. The position requires a proactive approach to monitoring and reporting on programme experiences and facilitating knowledge sharing within the organization.

Duties and Responsibilities:
  • Support the CPC in strategic planning for the Philippines NPO by providing inputs on concept notes and strategic documents, and following up on outstanding issues.
  • Provide technical support for inter-agency coordination, including preparing briefing materials and background analysis on gender dynamics.
  • Assist in developing strategic programming and partnerships, managing promotional events, and supporting national counterparts in implementing UN frameworks on gender equality.
  • Guide staff in updating the Annual Communication Strategy and coordinate advocacy campaigns on gender issues.
  • Facilitate knowledge building by disseminating good practices and contributing to capacity building exercises.
  • Manage the implementation of assigned projects, including finalizing work plans and budgets, and ensuring technical implementation aligns with strategic goals.
  • Perform other duties as necessary for the efficient functioning of the office.

Required Qualifications:
Candidates must possess a Master's degree in international development, public administration, public policy, or a relevant social science field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree. A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) is an added advantage. Candidates should have a strong understanding of gender equity and women's empowerment issues, UN system processes, and results-based programme planning and management.

Educational Background:
A Master's degree (or equivalent) in international development, public administration, public policy, or a relevant social science field is required. Alternatively, a first-level university degree with two additional years of qualifying experience may be accepted. A project/programme management certification is desirable.

Experience:
At least 2 years of progressively responsible experience in inter-agency coordination and strategic programme planning processes is required. Experience in developing, planning, implementing, monitoring, and reporting on programmes is essential. Desirable experience includes working in gender equality and women's rights at the international level and within the UN system in developing countries. Proficiency in using office software and web-based management systems is also required.

Languages:
Fluency in English and Filipino is required. Knowledge of another official UN language (French, Arabic, Chinese, Russian, or Spanish) is desirable.

Additional Notes:
