Job Overview: The position of Technical Support to Operationalize and Maintain Digital Systems at the Commission to Investigate Allegations of Bribery or Corruption (CIABOC) is crucial for enhancing the digital infrastructure that supports anti-corruption mechanisms in Sri Lanka. The selected individual contractor will be responsible for providing technical expertise in the implementation and maintenance of digital systems that facilitate the prosecution of corrupt practices. This role requires a deep understanding of digital systems and their operationalization within governmental frameworks, particularly in the context of anti-corruption efforts. The consultant will work closely with CIABOC to ensure that the digital systems are effectively integrated into their operations, thereby improving efficiency and transparency in handling corruption cases. The contract duration is from April 2026 to December 2026, covering a total of 160 days of work, and the consultant is expected to deliver high-quality outputs that align with the project objectives.
Duties and Responsibilities: The duties and responsibilities of the Technical Support Consultant include but are not limited to:
Assessing the current digital systems in place at CIABOC and identifying areas for improvement.
Providing technical support for the operationalization of new digital systems, ensuring they meet the needs of CIABOC.
Collaborating with CIABOC staff to train them on the use of digital systems and ensuring they are equipped to utilize these tools effectively.
Developing and implementing maintenance plans for digital systems to ensure their ongoing functionality and reliability.
Monitoring and evaluating the performance of digital systems and making recommendations for enhancements.
Preparing detailed reports on the status of digital systems and presenting findings to stakeholders.
Ensuring compliance with relevant regulations and standards in the implementation of digital systems.
Engaging with other stakeholders involved in anti-corruption efforts to share best practices and lessons learned.
Required Qualifications: Candidates must possess a strong background in information technology, particularly in the development and maintenance of digital systems. A proven track record of working with governmental or non-governmental organizations in similar roles is essential. Additionally, candidates should demonstrate strong analytical skills, problem-solving abilities, and a commitment to anti-corruption initiatives. Familiarity with the legal and regulatory frameworks surrounding anti-corruption in Sri Lanka is highly desirable. Candidates should also exhibit excellent communication skills, both written and verbal, and the ability to work collaboratively with diverse teams.
Educational Background: A minimum of a bachelor’s degree in Information Technology, Computer Science, or a related field is required. Advanced degrees or certifications in relevant areas will be considered an asset. Continuous professional development in digital systems and anti-corruption mechanisms is encouraged and may enhance a candidate's profile.
Experience: Candidates should have at least 3-5 years of relevant experience in the field of information technology, specifically in the operationalization and maintenance of digital systems. Experience working with governmental agencies or in anti-corruption projects will be an advantage. Proven experience in project management and stakeholder engagement is also essential.
Languages: Fluency in English is mandatory, while proficiency in Sinhala and/or Tamil is highly desirable. The ability to communicate effectively in both written and spoken forms in these languages will be beneficial for collaboration with local stakeholders and CIABOC staff.
Additional Notes: This position is classified as a National Consultant role, and only submissions from Sri Lankan individuals will be considered for evaluation. The contract duration is from April 2026 to December 2026, encompassing a total of 160 working days.
