Job Overview: The Programme Specialist for Women, Peace and Security is a pivotal role within UN Women Philippines, responsible for coordinating and managing the growing portfolio of WPS projects and programs. This position requires a strategic approach to planning, implementing, and overseeing UN Women interventions in the Philippines, ensuring coherence across all projects at national and regional levels. The specialist will work closely with the Philippines Country Programme Coordinator and the ROAP Governance Peace and Security team to enhance synergies between regional and country-level initiatives. The role involves designing program strategies, managing project implementation, providing technical assistance, and ensuring effective monitoring and reporting of the WPS program. The specialist will also engage with various stakeholders, including government officials, donors, and civil society, to ensure successful program implementation and alignment with broader UN Women objectives.
Duties and Responsibilities:
Design and develop program strategies in the area of Women, Peace and Security (WPS), including formulating project proposals and drafting inputs for country strategy documents.
Manage the implementation of the WPS program by finalizing workplans and budgets, overseeing technical implementation, and ensuring synergies across projects.
Provide technical assistance and capacity development to project partners, identifying their needs and coordinating training initiatives.
Monitor and report on program implementation, managing finances and writing reports for donors and stakeholders.
Manage people and financial resources, including supervising staff and overseeing recruitment processes.
Build partnerships and develop resource mobilization strategies, analyzing donor opportunities and preparing briefs.
Contribute to inter-agency coordination on WPS programs, ensuring alignment with other partners' efforts.
Manage advocacy and communication efforts related to WPS, developing strategies and knowledge management products.
Perform other duties as necessary for the efficient functioning of the office and organization.
Required Qualifications: Candidates must possess a Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification is considered an advantage. Candidates should demonstrate strong program formulation, implementation, monitoring, and evaluation skills, along with knowledge of Results Based Management. They should also have the ability to synthesize program performance data and produce analytical reports, as well as knowledge and experience related to Women, Peace and Security in the Philippines.
Educational Background: The educational background required for this position includes a Master’s degree or equivalent in relevant fields such as social sciences, human rights, gender/women's studies, or international development. Alternatively, a first-level university degree along with two additional years of qualifying experience may be accepted. A project/programme management certification would be beneficial and enhance a candidate's qualifications.
Experience: Candidates should have at least 5 years of progressively responsible work experience at the national or international level in the design, planning, implementation, monitoring, and evaluation of development projects. Technical experience specifically in Women, Peace and Security programs is required. Experience managing a complex development portfolio with multiple project fundings is desirable. Proficiency in using office software packages and web-based management systems is also necessary. Experience coordinating with government agencies and donors, as well as working within the UN system, is considered advantageous.
Languages: Fluency in English and Filipino is required for this position. Knowledge of another official UN language, such as French, Arabic, Chinese, Russian, or Spanish, is desirable and would be an asset in this role.
