Job Overview: The Associate Programme Management Officer (Project Officer) plays a crucial role in the development, implementation, and evaluation of programs and projects related to human rights in Ukraine. The officer will monitor and analyze specific aspects of program development, identify challenges, and recommend corrective actions. Additionally, the role involves conducting research, providing substantive support for policy coordination, and assisting in the evaluation of emerging issues and trends. The officer will also be responsible for preparing various written outputs, including reports and analytical notes, and will participate in outreach activities, training workshops, and field missions. This position demands a proactive approach to problem-solving and the ability to manage multiple priorities effectively.
Duties and Responsibilities: The duties and responsibilities of the Associate Programme Management Officer (Project Officer) include:
Collaborating with key clients to develop, implement, and evaluate assigned programs/projects.
Monitoring and analyzing specific aspects of program/project development and implementation.
Conducting basic research on selected aspects of programs and operations, including data collection and analysis.
Providing substantive support for policy coordination and evaluation functions.
Assisting in consulting assignments by planning and facilitating workshops and developing action plans.
Participating in survey initiatives and assisting with the design of data collection tools.
Contributing to the preparation of various written outputs, such as background papers and sections of reports.
Providing administrative and substantive support to meetings and conferences.
Undertaking outreach activities and participating in training workshops. 1
Participating in field missions and providing support for data collection. 1
Coordinating activities related to budget funding and preparing related documents and reports. 1
Performing other duties as required.
Required Qualifications: The required qualifications for the Associate Programme Management Officer (Project Officer) position include a strong understanding of project/programme management principles and practices. The role requires knowledge of theories and concepts relevant to human rights, international relations, and related fields. Educational Background: Candidates must hold an advanced university degree (Master’s degree or equivalent) in business administration, management, economics, environmental studies, sustainable development, project/programme management, international relations, law, or a related field. Alternatively, a first-level university degree (Bachelor's degree or equivalent) combined with two additional years of qualifying work experience may be accepted in lieu of the advanced degree.
Experience: A minimum of two (2) years of progressively responsible experience in project/programme management, administration, or a related area is required. Experience in writing programmatic reports related to human rights, political affairs, or international relations is desirable. Additionally, experience within the United Nations Common System or similar international organizations is preferred. Familiarity with project management methodologies, such as Prince 2 foundation or equivalent, is also desirable.
Languages: For this position, proficiency in English is required, as it is one of the working languages of the United Nations Secretariat. Candidates should demonstrate a minimum level of proficiency in reading, writing, listening, and speaking English. Knowledge of Russian is desirable, and candidates with proficiency in this language will have an advantage in the selection process.
Additional Notes: This position is temporarily available for six (6) months, subject to the availability of funds.
