Job Overview:
The position involves providing consultancy services for conducting an Organizational Development Analysis for the IPM (Instituto de Previsión Militar). The primary focus of this consultancy is to review the scope of all functional areas and the job and salary manual. The consultant will be expected to analyze the current organizational structure, identify areas for improvement, and propose recommendations that align with best practices in organizational development. This role requires a deep understanding of organizational dynamics and the ability to engage with various stakeholders to gather insights and data necessary for the analysis. The consultant will work closely with UNDP and IPM to ensure that the analysis meets the expectations and requirements set forth by the organization. The consultancy is expected to last a maximum of four months, with a total of 87 effective days of consultancy work starting from the date of contract signing.

Duties and Responsibilities:
The consultant will be responsible for the following duties and responsibilities:
  • Conduct a comprehensive analysis of the current organizational structure of IPM, including all functional areas.
  • Review and assess the existing job and salary manual to ensure it aligns with organizational goals and market standards.
  • Engage with key stakeholders within IPM to gather insights and feedback on organizational challenges and opportunities.
  • Develop a detailed report outlining findings from the analysis, including strengths, weaknesses, opportunities, and threats (SWOT analysis).
  • Provide actionable recommendations for improving organizational effectiveness and efficiency.
  • Facilitate workshops or meetings with IPM staff to discuss findings and gather further input.
  • Ensure that all deliverables are completed within the agreed timeline and meet the quality standards set by UNDP.
  • Present the final report to UNDP and IPM management, highlighting key findings and recommendations.

Required Qualifications:
The ideal candidate should possess the following qualifications:
  • A strong background in organizational development, human resources management, or a related field.
  • Proven experience in conducting organizational assessments and developing improvement plans.
  • Excellent analytical and problem-solving skills, with the ability to synthesize complex information into clear recommendations.
  • Strong interpersonal and communication skills, with the ability to engage effectively with diverse stakeholders.
  • Familiarity with the public sector and understanding of the challenges faced by governmental organizations in Honduras.

Educational Background:
A minimum of a Master's degree in Organizational Development, Human Resources Management, Business Administration, or a related field is required. Additional certifications in organizational development or related areas will be considered an asset.

Experience:
The consultant should have at least 5 years of relevant experience in organizational development, including experience working with governmental or international organizations. Previous experience in conducting similar assessments in the context of public institutions is highly desirable.

Languages:
Fluency in Spanish is mandatory, as all communications and documentation will be conducted in Spanish. Proficiency in English is considered an asset, as it may facilitate communication with international stakeholders and access to additional resources.

Additional Notes:
This consultancy is expected to be conducted on a full-time basis over a period of four months. The consultant will be contracted as an individual contractor under the procurement process of UNDP. The position is not open for remote work, and the consultant is expected to be present in Honduras for the duration of the assignment. Compensation will be based on the consultant's qualifications and experience, and specific details will be discussed during the negotiation phase. The deadline for submitting proposals is 12 February 2026, at 1:00 PM local time in Honduras.
