Job Overview:
The Programme Policy Officer (security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">Food Security and Livelihood Cluster Coordinator) will play a crucial role in leading the Food Security and Livelihood Cluster (FSLC) in Ukraine, working closely with the Food and Agriculture Organization (FAO) as the Co-Coordinator. This position is essential for overseeing national-level coordination among partners operating across all Oblasts, ensuring that humanitarian priorities, standards, and accountability requirements are met. The FSLC Co-Coordinator will be responsible for guiding the strategic direction of food security initiatives, facilitating collaboration among various stakeholders, and ensuring that the needs of affected populations are addressed effectively. The role requires a strong understanding of the humanitarian landscape in Ukraine, particularly in the context of the ongoing conflict, and the ability to navigate complex operational environments. The position involves regular travel to various locations, including Dnipro, to support sub-national coordination efforts and to engage with local partners and communities.

Duties and Responsibilities:
The duties and responsibilities of the Programme Policy Officer include co-leading FSLC meetings to ensure the inclusion of national authorities and key partners, coordinating the FSLC's contributions to the Humanitarian Response Plan (HNRP), overseeing the work of sub-national coordination hubs, leading the Food Assistance Working Group, participating in coordination forums, ensuring timely information sharing with cluster partners, mainstreaming cross-cutting issues in assessments and planning, developing regular food security reports, and undertaking advocacy and resource mobilization efforts on behalf of FSLC partners. The officer will also be responsible for additional coordination tasks as requested, ensuring that the cluster operates effectively and meets its objectives in providing food assistance to those in need.

Required Qualifications:
Candidates must possess a university degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences, or a related field relevant to international development assistance. Additionally, a First University Degree with relevant work experience and/or training may be considered. The position requires a minimum of 3 years of professional experience in humanitarian response settings or development programs at a mid-senior level, particularly in the food security sector or coordination. Formal training in Cluster coordination or previous Cluster experience is strongly desirable, along with a current knowledge of the national and international humanitarian response in Ukraine.

Educational Background:
The educational background required for this position includes a university degree in a relevant field such as International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, or Social Sciences. Candidates with a First University Degree and additional years of related work experience or training will also be considered. This educational foundation is essential for understanding the complexities of humanitarian assistance and food security initiatives.

Experience:
The position requires a minimum of 3 years of relevant professional experience in humanitarian response settings or development programs, particularly at a mid-senior level. Experience in the food security sector or coordination is crucial, as is the ability to work in challenging environments and under time-sensitive conditions. Familiarity with the national and international humanitarian response in Ukraine is a significant advantage, as it will inform the candidate's approach to the role and enhance their effectiveness in coordinating efforts among various stakeholders.

Languages:
Fluency in both English and Ukrainian is mandatory for this position, with a proficiency level of C. This language requirement is critical for effective communication with local partners, stakeholders, and affected populations. Additional language skills may be considered an asset but are not mandatory.

Additional Notes:
The position is offered as a Service Contract (SC-9) for a duration of 12 months and is only open to Ukrainian nationals. The role is based in Kyiv, with travel to other locations as operational needs arise.
