Job Overview:
The position of Financial Management and Internal Controls Consultant (Cluster 1) is crucial for ensuring effective financial management and robust internal controls within the UNDP operations in Bosnia and Herzegovina. The consultant will be responsible for assessing the current financial management practices and internal control systems, identifying areas for improvement, and providing recommendations to enhance the efficiency and effectiveness of financial operations. The consultant will work closely with UNDP staff and stakeholders to implement best practices in financial management, ensuring compliance with UNDP policies and procedures. The assignment is expected to span from February to December 2026, with a maximum of 50 consultant days allocated for the completion of tasks. The consultant will also be required to submit proposals through the UNDP supplier portal, adhering to the guidelines provided.

Duties and Responsibilities:
The consultant will be tasked with the following duties and responsibilities:
  • Conduct a comprehensive assessment of the existing financial management and internal control systems within UNDP-BIH.
  • Identify weaknesses and gaps in the current processes and provide actionable recommendations for improvement.
  • Develop and implement a framework for effective financial management and internal controls that aligns with UNDP policies.
  • Provide training and capacity-building support to UNDP staff on financial management best practices and internal control measures.
  • Monitor and evaluate the implementation of recommended changes, ensuring compliance with established guidelines.
  • Prepare detailed reports on findings, recommendations, and progress made during the consultancy period.
  • Collaborate with other consultants and stakeholders to ensure a cohesive approach to financial management within the organization.

Required Qualifications:
Candidates must possess the following qualifications:
  • A strong background in financial management, accounting, or a related field.
  • Proven experience in developing and implementing internal control systems in a similar context.
  • Familiarity with UNDP financial policies and procedures is highly desirable.
  • Excellent analytical and problem-solving skills, with the ability to assess complex financial situations.
  • Strong communication and interpersonal skills, with the ability to work collaboratively with diverse teams.
  • Proficiency in using financial management software and tools.

Educational Background:
A minimum of a Master's degree in Finance, Accounting, Business Administration, or a related field is required. Professional certifications such as CPA, ACCA, or equivalent are highly desirable and will be considered an asset.

Experience:
Candidates should have at least 5 years of relevant experience in financial management, internal controls, or auditing, preferably within international organizations or development agencies. Experience working in Bosnia and Herzegovina or similar contexts is an advantage.

Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of local languages such as Bosnian, Croatian, or Serbian is considered an asset and will enhance communication with local stakeholders.

Additional Notes:
This consultancy position is for a fixed term from February to December 2026, with a maximum of 50 consultant days. The consultant will be engaged on an individual contractor basis, and the position is not full-time. The consultant will be expected to submit proposals through the UNDP supplier portal, and any inquiries regarding the tender must be made through the messaging functionality in the portal. The position is open to both national and international candidates.
