The Office of the Inspector General (OIG) is responsible for providing oversight of the programs and operations of the Food and Agriculture Organization (FAO). Job Overview:
The Investigation Specialist role is crucial for the Investigation Branch of the Office of the Inspector General (OIGI). The incumbent will be involved in investigating allegations of misconduct within FAO's operations, which may include both personnel and third-party actions. The position is designed to support various investigative activities, including intake processes, policy-related tasks, and reporting. The role may require the specialist to work from the FAO headquarters in Rome or remotely, depending on the circumstances. The Investigation Specialist will be expected to conduct thorough investigations in line with established procedures and contribute to the overall integrity of FAO's operations. This position is open to candidates with varying levels of experience, particularly those qualified as Investigations Specialists in categories C and B, and may involve assignments lasting up to 11 months with the possibility of renewal.

Duties and Responsibilities:
The Investigation Specialist will undertake a variety of tasks, including but not limited to: leading or assisting in the intake of allegations, conducting preliminary reviews, and performing investigations into misconduct allegations as per FAO Investigation Guidelines. Responsibilities also include planning and conducting interviews, gathering and analyzing documentary and electronic evidence, and preparing comprehensive written reports that present findings, conclusions, and recommendations clearly. The specialist will maintain accurate investigative records and contribute to policy-related activities, such as reviewing draft policies and internal documents. Additionally, the role involves providing input for data management activities, quality assessments, and awareness-raising initiatives, including presentations and newsletters. Other tasks may be assigned as necessary to support the OIGI's mission.

Required Qualifications:
Candidates must meet specific qualifications based on the category of the position. For Category C, an advanced university degree in law or a related field is required, or a first-level degree with two additional years of relevant experience. For Category B, at least one year of relevant experience for Category C and five years for Category B in investigatory work is necessary. Experience should preferably include fact-finding and investigation of misconduct allegations involving employees, suppliers, and partner organizations, including fraud and corruption. A working knowledge of English is mandatory, and familiarity with investigation techniques and procedures is essential.

Educational Background:
The educational requirements for the Investigation Specialist position include an advanced university degree in law or a related field associated with criminal and/or administrative investigations. For certain consultancies, a first-level university degree in the same fields, combined with additional relevant experience, may be acceptable. This educational background is crucial for understanding the legal frameworks and investigative processes relevant to the role.

Experience:
The level of experience required varies by category. For Category C, at least one year of relevant experience in investigatory work is necessary, while Category B requires a minimum of five years. Experience should ideally encompass fact-finding and investigations related to allegations of misconduct, fraud, and corruption, utilizing established investigation techniques and procedures. Candidates with experience in international organizations or settings are preferred, as this background enhances their understanding of the complexities involved in such investigations.

Languages:
A working knowledge of English is required for this position. Additionally, proficiency in French and/or Spanish is desired, while knowledge of Arabic, Chinese, or Russian is considered an asset. These language skills are important for effective communication and collaboration within the diverse international environment of FAO.
