Job Overview: The Programme Officer Level 1 at UNICEF Colombia is responsible for providing professional technical assistance and support for the design, planning, implementation, management, and evaluation of program/project activities. This role involves data analysis and progress reporting to support program goals and objectives. The officer will contribute to knowledge management for programs, assist in program development and management, monitor program funds, and evaluate program effectiveness. The position requires collaboration with various stakeholders to ensure the successful implementation of programs aimed at improving the lives of children and adolescents in Colombia, particularly in underserved areas. The officer will also engage in rights-based and results-based program management, focusing on child rights and gender equity in climate adaptation and mitigation actions.
Duties and Responsibilities:
Knowledge Management for Programmes: Support knowledge management through data collection, analysis, and reporting, and participate in the Programme Knowledge Network.
Programme Development and Management: Assist in the preparation of Situation Analyses, monitor implementation progress, and propose adjustments to work plans.
Optimum Use of Program Funds: Monitor program implementation and fund allocation to ensure compliance and optimize resource use.
Programme Monitoring and Evaluations: Conduct field visits to assess program implementation and collaborate with partners on evaluations.
Rights-Based and Results-Based Programme Management Approach: Support the formulation of program goals and strategies, ensuring alignment with child rights.
National and Local Capacity Building/Sustainability: Provide technical assistance to government authorities for capacity building.
Rights Perspective and Advocacy: Analyze policies from a child rights perspective and promote advocacy at various levels.
Partnership, Coordination and Collaboration: Facilitate partnerships with internal and external counterparts to improve data collection and program implementation.
Required Qualifications: Candidates must possess a university degree in Social Sciences, International Relations, Government, Administration, Public Policy, Social Development, or related fields. A minimum of one year of professional work experience at national and international levels in program design, implementation, and monitoring in developing countries is required, particularly in areas related to climate change adaptation, environmental management, and disaster risk reduction. Familiarity with emergency contexts and proven experience in providing technical support to governments in public policy formulation is essential. Candidates should also have experience in promoting child rights and gender equity in climate actions.
Educational Background: A university degree in relevant fields such as Social Sciences, International Relations, Government, Administration, Public Policy, Social Development, or Community Development is required for this position.
Experience: The position requires a minimum of one year of professional work experience at the national and international level in program design, implementation, and monitoring, particularly in developing countries. Experience in climate change adaptation, environmental management, and disaster risk reduction is essential, along with familiarity with emergency contexts and proven ability to support government policy formulation.
Languages: Fluency in Spanish is mandatory, and proficiency in English is considered an asset. Knowledge of additional languages may be beneficial but is not required.
