Job Overview:
The National Consultant will play a crucial role in the design of the Project Document (ProDoc) for the HCFCs Management Plans (HPMP, Stage III) and the Kigali Amendment HFCs Phase-down Plans (KIP Stage I) in Bangladesh. This position is essential as Bangladesh is committed to the Montreal Protocol and aims to phase out substances that deplete the ozone layer. The consultant will be responsible for developing overarching strategies and sector-wise management plans/projects to support the government in meeting its Montreal Protocol targets. The assignment is expected to last for 50 days over a period of 10 months, starting from March 1, 2026, to December 31, 202
  • The consultant will work closely with the UNDP Country Office and other stakeholders to ensure that the project aligns with national priorities and international commitments.

Duties and Responsibilities:
The consultant will be tasked with several key responsibilities, including but not limited to:
  • Conducting a comprehensive analysis of the current HCFCs and HFCs management situation in Bangladesh, identifying gaps and opportunities for improvement.
  • Collaborating with government officials, stakeholders, and experts to gather input and insights for the development of the ProDoc.
  • Drafting the Project Document, ensuring it meets the requirements of the Multilateral Fund and aligns with the Montreal Protocol objectives.
  • Developing sector-wise management plans that outline strategies for phasing out HCFCs and managing HFCs effectively.
  • Facilitating workshops and consultations to engage stakeholders and gather feedback on the proposed plans.
  • Providing technical expertise and recommendations to enhance the effectiveness of the project.
  • Ensuring timely submission of deliverables and adherence to the project timeline.

Required Qualifications:
Candidates must possess a strong background in environmental science, international development, or a related field. A proven track record in project management, particularly in the context of environmental policies and regulations, is essential. The consultant should have experience working with government agencies and international organizations, demonstrating the ability to navigate complex bureaucratic environments. Strong analytical and communication skills are required, along with the capacity to work collaboratively with diverse stakeholders. Knowledge of the Montreal Protocol and experience in ozone-depleting substances management will be considered an asset.

Educational Background:
A minimum of a Master's degree in Environmental Science, International Development, Public Policy, or a related field is required. Additional certifications or training in project management or environmental policy will be advantageous. Candidates with relevant academic qualifications and professional experience in the field will be prioritized.

Experience:
The ideal candidate should have at least 5-7 years of professional experience in project management, particularly in environmental projects related to ozone-depleting substances or climate change. Experience working with UN agencies or similar international organizations is highly desirable. The consultant should demonstrate a strong understanding of the Montreal Protocol and its implications for national policies and practices.

Languages:
Fluency in English is mandatory, as all documentation and communication will be conducted in English. Proficiency in Bengali or other local languages will be considered a significant advantage, as it will facilitate better communication with local stakeholders and government officials.

Additional Notes:
This position is classified as an Individual Contractor (IC) role, and the contract duration is for 50 days over a period of 10 months. The consultant is expected to work on a full-time basis during this period, with flexibility in terms of location as long as deliverables are met. Compensation will be commensurate with experience and qualifications, and the consultant will be required to submit proposals through the UNDP Supplier Portal.
