Job Overview:
The position of Contractor for Climate Change Adaptation Planning is crucial for enhancing local resilience in Lao PDR. The role involves supporting the implementation of ongoing projects and activities aimed at improving climate change adaptation and disaster risk management. The Contractor will work under the direct supervision of the UN-Habitat Head of Office, liaising with government bodies, UN agencies, and development partners. The responsibilities include conducting research, preparing technical documents, organizing workshops, and monitoring project progress. The Contractor will also play a key role in advancing vulnerability and risk assessment methodologies, which are essential for effective adaptation planning, particularly for marginalized communities. This position is integral to bridging the gap between knowledge and implementation, ensuring that adaptation strategies are effectively integrated into policies and development plans.

Duties and Responsibilities:
The Contractor will be responsible for a variety of tasks, including:
  • Project Management and Implementation: Supporting the implementation, monitoring, and reporting of all project activities, ensuring high-quality outputs are delivered on time. Coordinating with partners to identify opportunities for projects funded by the Green Climate Fund, including organizing technical meetings and developing climate action proposals. Liaising with partners and providing substantive inputs in meetings with development partners and government counterparts. Participating in project missions and meetings at various levels. Providing translation and interpretation support as needed.
  • Knowledge Management and Communication: Communicating with project teams and partners to align activities with broader strategic initiatives. Supporting outreach activities by preparing presentations and web articles on assigned topics.
  • Country Office Support: Undertaking additional assignments to support climate change objectives as required.

Required Qualifications:
Candidates must possess a strong understanding of climate change adaptation and disaster risk management. They should have excellent communication skills, both written and oral, and be able to work collaboratively with diverse stakeholders. The ability to conduct research and prepare technical documents is essential. Candidates should demonstrate adaptability, creativity, and professionalism in their work. A commitment to accountability and self-management is also crucial for this role.

Educational Background:
A relevant educational background is required, typically including a degree in environmental science, urban planning, public policy, or a related field. Advanced degrees or specialized training in climate change adaptation or disaster risk management would be advantageous.

Experience:
Candidates should have a minimum of 2-3 years of relevant experience in project management, particularly in the context of climate change adaptation or disaster risk management. Experience working with government agencies, UN organizations, or international development partners is highly desirable. Familiarity with vulnerability and risk assessment methodologies is also beneficial.

Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of Lao or other regional languages would be considered an asset, as it would facilitate communication with local stakeholders and communities.

Additional Notes:
The position is based in Vientiane, Laos, and offers a comfortable living environment, although residents must adapt to the tropical climate and under-developed infrastructure. The role is full-time, and the selected candidate will receive a Monthly Living Allowance (MLA) of USD 816.33, along with an entry lump sum of USD 400 and an exit lump sum of USD 68.02 upon successful completion of the assignment. Health and life insurance coverage is provided, which can include up to three dependents. The position may require adherence to Covid-19 vaccination policies as per the host entity's requirements.
