Job Overview: The Programme Management Assistant will play a crucial role in supporting the planning and implementation of ASYCUDA, which is a significant component of the departmental programme/project initiatives. The incumbent will be responsible for researching, compiling, analyzing, and summarizing data related to specific programmes/projects. This role involves processing financial transactions, monitoring and evaluating programmes/projects, and collaborating with programme/project managers to ensure accurate performance reporting. The assistant will also serve as a focal point for coordination and monitoring of project implementation activities, which includes extensive liaison with various organizational units. The position requires the preparation and maintenance of files and databases, drafting correspondence, and providing guidance and training to new or junior staff members. The role is integral to the success of the ASYCUDA Programme, which aims to enhance customs operations and international trade digitization.
Duties and Responsibilities: The duties and responsibilities of the Programme Management Assistant include:
Assisting in the planning and implementation of ASYCUDA activities and processes.
Researching, compiling, analyzing, and summarizing information/data on specific programmes/projects.
Processing financial transactions for the project, ensuring proper authorization and documentation.
Monitoring and evaluating programmes/projects, tracking and analyzing data related to accounting records and outputs.
Collaborating with programme/project managers on performance reporting and ensuring data accuracy.
Serving as a focal point for coordination and monitoring of project implementation activities.
Preparing and maintaining electronic and paper files, as well as internal databases.
Drafting correspondence related to programme/project administration.
Providing guidance and training to new/junior staff. 1
Required Qualifications: The position requires a high school diploma or equivalent. A first-level university degree or higher is preferred and can reduce the minimum years of relevant experience required. Candidates must have a minimum of 7 years of experience in programme or project administration, technical cooperation, or a related area. For those with a first-level university degree, the minimum experience requirement is reduced to 5 years. Experience in data analytics or related areas is desirable, as is experience working with international organizations, particularly the United Nations. Candidates should also have experience supporting technical cooperation programmes related to customs and international trade digitization.
Educational Background: The educational background required for this position is a high school diploma or equivalent. However, candidates with a first-level university degree or higher are preferred, as this can reduce the required years of experience. The educational qualifications should ideally be complemented by relevant training or certifications in project management, administration, or related fields.
Experience: Candidates must have a minimum of 7 years of experience in programme or project administration, technical cooperation, or a related area. This requirement is reduced to 5 years for candidates who possess a first-level university degree or higher. Additionally, at least 1 year of experience in data analytics or a related area is desirable. Experience working with international organizations, particularly the United Nations, is also preferred, especially in supporting technical cooperation programmes related to customs and international trade digitization.
Languages: The working languages of the United Nations Secretariat are English and French. For this position, proficiency in English is required, with a minimum level of proficiency at UN Level II for reading, writing, listening, and speaking. Knowledge of Dari and Pashto is desirable, with a minimum proficiency level of UN Level II for reading and writing, and UN Level I for listening and speaking.
Additional Notes: This position is temporarily available for three months. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
