Job Overview:
The international consultant will work under the general direction of the responsible officer in the Transport Research and Policy Section of the ESCAP Transport Division. The primary function of this position is to produce a Toolkit Report that integrates Just Transition considerations, particularly gender, into electric mobility workforce development and training. This toolkit aims to support organizations and training institutions in implementing inclusive electric vehicle (EV) skills development. The consultant will also provide additional support as required, which may include presenting progress and findings at relevant workshops or events. The role is crucial in addressing the challenges posed by the rapid growth of electric mobility, ensuring that transport workers and communities are not left behind in this transition, and that equitable infrastructure planning is prioritized to benefit all communities in Bangkok.

Duties and Responsibilities:
The consultant's duties and responsibilities include:
  • Developing and writing a comprehensive Toolkit for integrating Just Transition considerations into EV workforce development, focusing on vocational training course design.
  • Conducting research and analysis on transport-related topics in Asia and the Pacific, particularly in relation to electric mobility and workforce development.
  • Preparing a policy brief on equitable EV infrastructure development to guide policymakers and stakeholders.
  • Collaborating and consulting effectively with project officers, national consultants, and relevant departments of collaborating organizations.
  • Presenting findings and progress at workshops and events as necessary, particularly in 202
  • Ensuring that the toolkit is adaptable and applicable to other ESCAP member states, drawing on experiences from the Bangkok project and including practical case studies and policy-oriented recommendations.

Required Qualifications:
The position requires a Bachelor’s or Master’s Degree in Economics, Transport Planning, Urban Development, or a relevant discipline. Candidates must have demonstrated experience in researching transport-related topics in Asia and the Pacific, as well as a proven ability to write reports on these topics. Additionally, experience in coordinating meetings, handling correspondence, and conducting desk research is essential. Candidates should possess strong analytical and communication skills, with the ability to work collaboratively in a multicultural environment.

Educational Background:
Candidates must hold a Bachelor’s or Master’s Degree in a relevant field such as Economics, Transport Planning, Urban Development, or a related discipline. This educational background is crucial for understanding the complexities of transport systems and the socio-economic factors influencing them, particularly in the context of sustainable development and just transitions in the transport sector.

Experience:
A minimum of 3 years of work experience related to transportation is required for this position. This experience should include research and analysis of transport-related topics, as well as practical involvement in projects or initiatives that focus on sustainable transport development, particularly in the Asia-Pacific region. Candidates should demonstrate a track record of successfully contributing to transport policy development or workforce training initiatives.

Languages:
Proficiency in English is mandatory for this position, as it is the primary language of communication within the organization and for the documentation produced. Knowledge of additional languages relevant to the Asia-Pacific region would be considered an asset, enhancing the consultant's ability to engage with diverse stakeholders and communities.
