Job Overview:
The GIS Specialist position is crucial for supporting the implementation of the IOM Ukraine Housing and WASH (Water, Sanitation, and Hygiene) programme interventions. The role involves working closely with the WASH programme response and adhering to established work plans. The GIS Specialist will be responsible for the development and production of maps and related products, utilizing existing data and guidance to enhance the effectiveness of IOM WASH projects. This position requires a strong focus on data management, including the maintenance of the IOM geo-database, data collection processes, and overall data management activities. The specialist will also contribute to identifying needs and providing technical support on Information Systems and mapping tools, ensuring effective coordination and information sharing with other organizations and personnel involved in information management. The role includes attending inter-agency and Cluster technical working groups to facilitate information sharing on GIS and relay key updates to the Housing/WASH team. Additionally, the GIS Specialist will support IOM's WASH/Housing responses by maintaining and updating relevant spatial data infrastructure, preparing reports, and coordinating closely with local government and sectoral stakeholders to exchange information on project implementation.

Duties and Responsibilities:
  • Support the implementation of IOM Ukraine Housing & WASH programme interventions according to the agreed IOM WASH programme response and work plans.
  • Develop and produce maps and related products using existing data and guidance to support IOM WASH projects.
  • Maintain the IOM geo-database and support data collection processes, query, analysis, and overall data management activities.
  • Identify needs and provide technical support on Information Systems and mapping tools and products.
  • Liaise with other organizations and personnel in information management to support coordination and information sharing.
  • Provide technical support and inputs into ongoing information management initiatives and partnership activities.
  • Attend relevant inter-agency and Cluster technical working groups to support information sharing on GIS and relay key updates to the Housing/WASH team.
  • Contribute to the maintenance and updating of relevant spatial data infrastructure for IOM WASH/Housing responses and operations.
  • Provide inputs on geographic data and administrative divisions for IOM databases used for tracking Housing & WASH responses in Ukraine. 1
  • Prepare and submit daily, weekly, and monthly reports in a timely manner using standard formats as requested by the WASH/Housing Programme Officer. 1
  • Work closely with WASH Cluster IMOs and partners to support information sharing and the implementation of WASH/Housing response activities. 1
  • Maintain effective communication with National WASH Cluster and Regional Sub-Cluster IMOs. 1
  • Coordinate closely with local government and sectoral stakeholders/counterparts to exchange information on the implementation of WASH/Housing projects. 1
  • Suggest areas for improvement and document lessons learnt for future activities. 1
  • Perform other duties as assigned.

Required Qualifications:
  • Bachelor’s degree in geographic information systems, geography, computer science, or a related field from an accredited academic institution with at least four years of professional work experience; or a high school diploma with at least six years of professional work experience.
  • Experience supporting the development of geographic information systems, preferably with international organizations or national authorities.
  • Experience supporting emergency relief, humanitarian, or development programme activities is an added advantage.
  • Proven ability to interact successfully with key partners is highly desirable.
  • Knowledge of GIS software, primarily ESRI ArcGIS, and other products.
  • Knowledge of MS-Excel and database (MS Access) management.
  • Proficiency in computer applications including MS Word, Excel, Outlook, Power BI, etc.
  • Familiarity with design-related software (e.g., AutoCAD) and ability to prepare schedules.
  • Sound knowledge of GIS and data management software, including ESRI ArcGIS and Microsoft Project. 1
  • Demonstrated ability to maintain integrity in carrying out assigned responsibilities. 1
  • Strong analytical and planning skills. 1
  • Ability to prepare clear and concise reports.

Educational Background:
The position requires a Bachelor’s degree in geographic information systems, geography, computer science, or a related field from an accredited academic institution. Alternatively, candidates with a high school diploma may apply if they have at least six years of professional work experience in relevant fields. The educational background should provide a solid foundation in geographic information systems and data management, which are critical for the role.

Experience:
Candidates should have at least four years of professional work experience in supporting the development of geographic information systems, preferably within international organizations or national authorities. Experience in emergency relief, humanitarian, or development programme activities is considered an added advantage. The role demands a proven ability to interact successfully with key partners, showcasing strong communication and collaboration skills. Familiarity with GIS software, particularly ESRI ArcGIS, and experience in data management are essential for this position.

Languages:
Proficiency in English and Ukrainian is mandatory, with excellent reporting, writing, and editing skills required in both languages. Knowledge of additional languages may be considered an asset, enhancing communication capabilities within diverse teams and stakeholders.
