Job Overview: The Procurement Assistant position is integral to the ILO's project in Cox's Bazar, which focuses on improving skills and economic opportunities for vulnerable communities, particularly Rohingya women and youths. The role involves providing administrative and procurement support to ensure effective project implementation in line with ILO guidelines and procedures. The incumbent will work closely with the project team, under the guidance of the Head of the ILO Project Office and the Finance and Administration Officer, to facilitate procurement processes and ensure compliance with organizational standards. This position is crucial for the successful delivery of project objectives aimed at enhancing the resilience and self-reliance of the target communities through skills development and livelihood programs.
Duties and Responsibilities: The Procurement Assistant will be responsible for a variety of tasks including: analyzing and evaluating vendor performance regarding quality, prices, and delivery; evaluating bids and communicating with suppliers to assess their capabilities; providing information on item specifications and prices; placing purchase orders for equipment and supplies as approved; analyzing procurement plans from requesting units; preparing and conducting Requests for Quotations (RFQs), Invitations to Bid (ITBs), and Requests for Proposals (RFPs); evaluating vendor proposals; preparing and submitting purchase orders for approval in the ILO ERP system; drafting contracts and advising on contractual clauses; ensuring adherence to contractual agreements; recommending amendments and extensions of contracts; and performing other duties as assigned by the supervisor. This role requires a proactive approach to procurement challenges and the ability to work collaboratively with various stakeholders.
Required Qualifications: Candidates must possess a completion of secondary school education or higher. Additionally, a thorough understanding of public procurement policies and practices is essential. The ability to carry out assignments according to guidelines, use analytical tools, and conduct research is also required. Knowledge of office financial rules and regulations, as well as negotiated procurement procedures, is necessary. Proficiency in computer and data management skills is expected, along with the ability to work effectively in a multicultural environment while demonstrating gender-sensitive and non-discriminatory behaviors.
Educational Background: The minimum educational requirement for this position is the completion of secondary school. However, higher education qualifications may be advantageous and are encouraged, particularly in fields related to procurement, business administration, or public administration.
Experience: Candidates should have at least five years of experience in procurement, preferably within public procurement sectors such as government, international NGOs, UN agencies, or other bi/multi-lateral organizations. This experience should demonstrate a solid understanding of procurement processes and the ability to navigate complex procurement environments effectively.
Languages: Fluency in English and Bangla is mandatory for this position. Excellent command of both languages is required to facilitate communication with stakeholders and ensure effective documentation and reporting.
Additional Notes: This position is a short-term contract lasting six months, with the possibility of extension based on project needs and funding availability.
