Job Overview: The People & Culture Manager is responsible for overseeing the operations of the People & Culture (P&C) department within the country office. This role is crucial in ensuring compliance with local employment laws and FHI 360 policies. The P&C Manager will manage various HR functions including recruitment, employee relations, performance management, learning and development, payroll, and benefits administration. As the primary HR advisor to the country leadership team, the P&C Manager will ensure that people practices align with the organization's strategic priorities and contribute to a positive workplace culture. The role requires a proactive approach to managing HR processes and fostering employee engagement, while also addressing any HR-related issues that may arise.
Duties and Responsibilities: The P&C Manager will be responsible for ensuring compliance with employment standards and HR policies, overseeing all P&C functions from onboarding to separations. Key duties include managing employee relations, recruitment, and onboarding processes, maintaining personnel files, and ensuring accurate documentation. The P&C Manager will also coordinate benefits administration and staff compensation, provide guidance on HR matters, and support staff development initiatives. Additionally, the role involves conducting exit interviews, analyzing turnover data, and implementing action plans based on employee engagement surveys. The P&C Manager will work closely with the Chief of Party and project managers to address staff issues and ensure effective team management. The position requires staying updated on labor laws and supervising administrative staff as needed.
Required Qualifications: Candidates must possess a current working knowledge of employment laws and have extensive experience in HR functions such as compensation, benefits administration, and employee relations. Strong computer skills, particularly in Microsoft Office applications, are essential. The ideal candidate should demonstrate excellent communication skills, both oral and written, and possess superior interpersonal and leadership abilities. A high level of confidentiality and organizational skills is required, along with the ability to participate in senior management teams and provide strategic direction. Proactive problem-solving skills and the ability to manage multiple priorities in a fast-paced environment are also necessary.
Educational Background: A Bachelor’s degree is required for this position, with a Master’s degree or HR certification preferred. The educational background should reflect a strong foundation in human resources management and related fields, equipping the candidate with the necessary knowledge to perform effectively in this role.
Experience: The position requires 7 to 9 years of experience providing a full range of HR generalist support in a medium to large organization. At least 5 years of supervisory experience is required, with a preference for candidates who have worked in international organizations or non-governmental organizations (NGOs). Familiarity with the labor legislation of Burundi is essential for this role.
Languages: Fluency in both French and English is mandatory for this position. Additionally, the ability to speak the local language is highly desirable, as it demonstrates sensitivity to the cultural context and enhances communication with staff and stakeholders.
