Job Overview:
The Associate Technical Services and Maintenance Officer plays a crucial role within the Administrative Services Office (ASO) of IARC, which is responsible for delivering administrative support and services to the Agency and its field staff. This position involves overseeing the technical team and managing external maintenance providers to ensure the effective operation of IARC's facilities. The incumbent will be responsible for monitoring maintenance contracts, managing energy consumption, coordinating maintenance interventions, and drafting maintenance procedures. The role requires a proactive approach to ensure that the Agency's scientific activities are supported by reliable and efficient technical services, contributing to the overall mission of IARC.

Duties and Responsibilities:
  • Oversee and monitor the multi-technical maintenance contract, ensuring adherence to deadlines and service scope.
  • Act as energy manager by monitoring and analyzing building energy consumption and implementing measures to reduce usage.
  • Coordinate maintenance interventions related to research activities and events at IARC.
  • Draft and update maintenance procedures and intervention reports in collaboration with the maintenance company.
  • Utilize monitoring tools such as CMMS and BMS to produce activity and performance reports.
  • Lead the IARC technical team and oversee maintenance solutions provided by suppliers.
  • Support the preparation of the annual maintenance and energy consumption budget.
  • Contribute to the continuous improvement of technical installations.
  • Establish and monitor key performance indicators related to maintenance and energy consumption.

Required Qualifications:
Essential qualifications include a first university degree in building engineering, building maintenance, facility management, or energy management. A master's degree in a related field and qualifications in project management are desirable. Candidates should possess strong knowledge in building engineering, particularly in HVAC systems, electrical systems, and energy systems, along with experience in research laboratory environments and multi-technical contracts. Proficiency in CMMS and BMS tools is essential, along with strong organizational skills and the ability to work in a multicultural environment.

Educational Background:
Candidates must have at least a first university degree in a relevant field such as building engineering, building maintenance, facility management, or energy management. A master's degree in a related field is desirable, as is a qualification in project management, which would enhance the candidate's ability to manage projects effectively within the technical services domain.

Experience:
A minimum of two years of professional experience in facility management, building maintenance, or energy management is required. Experience in laboratory or research facility environments, as well as experience working with United Nations or other international organizations, is considered desirable and would provide valuable context for the role.

Languages:
Expert knowledge of French is essential for this position, as it is the primary working language of IARC. A working knowledge of English is also essential, enabling effective communication within the international context of the organization. Proficiency in additional languages may be considered an asset but is not mandatory.

Additional Notes:
This position is classified as a National Professional Officer role, meaning that only applications from nationals of France will be accepted. The fixed remuneration for this position is EUR 5,602 per month, net of income tax, with additional benefits including various types of leave and allowances for dependent family members. Employment status is that of an international civil servant, and candidates should be aware that they will not contribute to French mandatory health insurance or pension schemes during their employment with IARC.
