Job Overview: The Family Life Education Program Coordinator will play a crucial role in overseeing the implementation and development of the Family Life Education (FLE) program in the Federated States of Micronesia (FSM). This position involves providing programmatic, technical, advocacy, and coordination oversight to ensure that the FLE program is effectively delivered in both in-school and out-of-school settings. The Coordinator will work closely with various stakeholders, including the Pohnpei and Chuuk State Departments of Education, to develop and adapt curricula, facilitate training for educators, and monitor the program's progress. The role also includes advocating for gender-based violence (GBV) prevention and ensuring that the program aligns with UNFPA's strategic goals. The Coordinator will report directly to the UNFPA Assistant Representative in FSM and collaborate with the Pacific Sub Regional Office and other partners to achieve the program's objectives. This position is vital for empowering young people with knowledge about their rights, health, and well-being, and for fostering a supportive environment for the implementation of FLE initiatives.
Duties and Responsibilities:
Provide technical and program management support for the development, implementation, monitoring, and reporting of the FLE program in collaboration with national and regional partners.
Coordinate the review, adaptation, and development of FLE curricula, teacher guidelines, and training packages for facilitators.
Monitor the delivery of FLE in schools and communities, ensuring quality and effectiveness.
Lead advocacy efforts to promote the acceptability and implementation of FLE in Pohnpei and Chuuk.
Develop and submit progress reports, including financial documentation, for both in-school and out-of-school programs.
Document lessons learned and securely store monitoring and evaluation data for improved program delivery.
Facilitate regular coordination meetings with the Pohnpei and Chuuk Departments of Education and Micronesian Productions to support FLE advocacy activities.
Contribute to the FSM Association of Chief State School Officers (FACSSO) in their advocacy role for FLE at various levels.
Organize and lead national and state FLE-related events, including training sessions and workshops. 1
Coordinate the development and implementation of a monitoring and evaluation plan for the FLE program. 1
Scan the political environment to strategize for enhanced ownership of the FLE program by young people and their caregivers. 1
Facilitate referrals and advocacy for addressing gender-based violence, including technology-facilitated GBV. 1
Support resource mobilization activities and undertake any other assignments as directed by the Head of the Office in FSM.
Required Qualifications: Candidates must possess a Bachelor’s degree in education, health education, reproductive health, gender, public health, social development, social sciences, or other relevant fields, along with a minimum of 2 years of relevant professional experience. Alternatively, candidates with a Master's Degree in the aforementioned fields are also eligible, provided they have at least 1 year of relevant professional experience. Strong interpersonal skills, coordination, organizational, and programming skills are essential for this role, as well as the ability to work effectively in diverse teams. Candidates should demonstrate a commitment to UNFPA's values and core competencies, including integrity, accountability, and teamwork.
Educational Background: A Bachelor’s degree in education, health education, reproductive health, gender, public health, social development, social sciences, or other relevant fields is required. A Master's degree in these areas is preferred, especially for candidates with less professional experience. The educational background should provide a solid foundation in the principles of family life education and related fields, equipping the candidate with the necessary knowledge to effectively implement and manage the FLE program.
Experience: The position requires a minimum of 2 years of relevant professional experience for candidates with a Bachelor's degree, or 1 year for those with a Master's degree. Experience in program management, education, health education, or gender-related fields is highly desirable. Candidates should have a proven track record of working with diverse stakeholders, including government agencies, NGOs, and community organizations, to implement educational programs and advocacy initiatives. Familiarity with gender-based violence issues and experience in developing educational curricula will be advantageous.
Languages: Fluency in English is mandatory, along with proficiency in one of the four main Micronesian languages. This bilingual requirement is essential for effective communication with local stakeholders and communities, ensuring that the FLE program is culturally relevant and accessible to the target population.
Additional Notes: This consultancy position is expected to be full-time, with a monthly payment schedule based on the satisfactory delivery of associated deliverables. The role may involve travel within FSM to coordinate with various educational institutions and stakeholders.
