Job Overview: The Supply Chain Officer CST II - Fuel Management Oversight & Project CDAI Coordination is responsible for ensuring effective governance, compliance, and operational resilience of fuel management systems across all WFP Haiti sub-offices. This role involves consolidating the implementation of Standard Operating Procedures (SOPs), strengthening internal controls, enhancing data visibility, and building technical capacity within the organization. The officer will address identified gaps in equipment upgrades, calibration services, personnel shortages, and the integration of partner data into fuel management systems. The position requires a proactive approach to ensure that all fuel management activities align with WFP's operational standards and contribute to the overall mission of the organization.
Duties and Responsibilities:
Fuel Governance and SOP Implementation: Oversee the rollout and adoption of fuel SOPs across all sub-offices, monitor staff training coverage, evaluate SOP compliance, maintain Terms of Reference (TORs) and RACI mapping for fuel roles, and update and disseminate SOP toolkits for enforcement.
Fuel Data Visibility and Reconciliation: Manage the live dashboard for fuel data visibility, ensure monthly updates, oversee reconciliation processes to maintain discrepancies below 5%, integrate partner fuel data into WFP systems, supervise logbook usage, and lead variance analysis with corrective actions.
Compliance and Oversight: Conduct regular compliance reviews and spot checks, validate adherence to SOPs and safety standards, develop compliance checklists, coordinate corrective action plans, and ensure zero critical non-compliance incidents.
Internal Controls and Asset Management: Ensure daily physical checks and record-keeping compliance, monitor approval processes for fuel transactions, supervise inventory reconciliations, track variances, and foster a culture of accountability.
Capacity Building and Operational Resilience: Deliver refresher training on digital tools, develop toolkits for SOP application, strengthen partner collaboration, ensure asset database accuracy, and build capacity for national staff.
Project Coordination: Coordinate logistics and procurement for the construction of the CDAI warehouse, oversee site support, and write project performance reports.
Required Qualifications: Candidates must possess a minimum of 5 years of experience in fuel management, logistics, or compliance oversight. They should have strong knowledge of SOP development, compliance frameworks, and digital tracking tools. Proficiency in Excel, dashboard development, and reconciliation processes is essential, along with strong analytical, problem-solving, and team coordination abilities. The role demands a proactive mindset and the ability to work collaboratively with various stakeholders.
Educational Background: The position requires an advanced degree in Supply Chain, Logistics, Engineering, or a related field. Candidates should have excellent communication skills in both English and French, enabling them to effectively engage with diverse teams and stakeholders.
Experience: The ideal candidate should have at least 5 years of relevant experience in fuel management, logistics, or compliance oversight. This experience should demonstrate a strong understanding of operational processes and the ability to implement effective governance and compliance measures within a complex organizational structure.
Languages: Proficiency in English and French is mandatory for this position. Knowledge of additional languages may be considered an asset, enhancing communication with diverse teams and stakeholders.
