Job Overview:
The position of Extended Term Consultant (ETC) within the Health Global Practice at the World Bank is designed to support the Joint Learning Network for Universal Health Coverage (JLN). The JLN serves as a collaborative platform where policymakers and practitioners work together to develop practical knowledge aimed at achieving universal health coverage. The ETC will be responsible for facilitating technical aspects of JLN activities, ensuring effective engagement with member countries, and coordinating with various stakeholders to enhance the delivery of health services. This role requires a proactive individual with a solid understanding of health systems and financing, as well as strong facilitation and program management skills. The consultant will work closely with the LAKP team and the JLN core team to support the development and implementation of initiatives that promote health equity and improve health outcomes globally.

Duties and Responsibilities:
The duties of the Extended Term Consultant include overseeing the planning and execution of JLN activities, both in-person and virtual, ensuring timely delivery of outputs, and facilitating communication with participants and stakeholders. The consultant will coordinate the adaptation and implementation of JLN knowledge at the country level, manage country pairing activities, and support onboarding processes for new member countries. Additionally, the ETC will contribute to communication efforts, including newsletters and webinars, and participate in discussions within the Technical Facilitator Community of Practice. The role also involves drafting reports for internal and external stakeholders, managing day-to-day program activities, and ensuring effective collaboration with the broader World Bank teams and external partners.

Required Qualifications:
Candidates for this position should possess a Master's degree in Public Health, Health Economics, Health Management, Public Policy, Business Administration, or a related field. A strong background in health financing, health policy, or health systems is essential. The ideal candidate will have experience in implementing global learning programs and a keen interest in adult learning methods and networking models. Familiarity with the World Bank Group's work in global health and its stakeholders is advantageous. Excellent written and verbal communication skills are mandatory, with the ability to engage in strategic dialogues and present ideas clearly. The candidate should also demonstrate strong interpersonal skills, the ability to work effectively in teams, and the capacity to manage competing demands.

Educational Background:
The educational requirement for this position is a Master's degree in a relevant field such as Public Health, Health Economics, Health Management, Public Policy, or Business Administration. This advanced degree is crucial for understanding the complexities of health systems and financing, as well as for engaging effectively with diverse stakeholders in the health sector.

Experience:
The position requires candidates to have a minimum of relevant experience in health financing, health policy, or health systems. Candidates should demonstrate program management experience, particularly in global learning initiatives, and possess strong analytical skills. The ability to work independently and as part of a team is essential, along with a proven track record of coordinating diverse teams and managing multiple priorities effectively.

Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication within the World Bank.
