Job Overview:
The ICLA Technical Assistant plays a crucial role in supporting the implementation of NRC’s ICLA programme in Misrata and Tawergha, Libya. This position is designed to ensure that vulnerable individuals and communities have access to vital information, counselling, and legal assistance to claim their rights related to civil documentation, housing, land and property, legal stay, employment, and access to essential services. The Technical Assistant will work closely with the ICLA team to deliver high-quality services in line with NRC policies and donor requirements. The role requires a proactive approach to problem-solving and the ability to adapt to the specific needs of the communities served. The Technical Assistant will also be responsible for maintaining up-to-date knowledge in the specialist area to effectively support the team and contribute to the overall objectives of the ICLA programme.

Duties and Responsibilities:
The ICLA Technical Assistant will have a wide range of duties and responsibilities, including but not limited to: adhering to NRC policies, tools, handbooks, and guidelines; assisting with the implementation of ICLA activities according to work plans; organizing and delivering individual and group information sessions; providing individual counselling sessions on various legal topics; ensuring high-quality standards in legal case management; overseeing internal and external referrals to local aid organizations; conducting data collection and entry related to field activities; coordinating with international, national, and governmental actors; supporting the oversight of volunteer workers; conducting regular post-service monitoring exercises; and ensuring accurate reporting of all activities and achievements. The Technical Assistant will also be expected to promote and uphold PSEA standards within NRC and among beneficiaries, ensuring the safety and dignity of project participants.

Required Qualifications:
Candidates for the ICLA Technical Assistant position must possess a university degree or diploma in law, social sciences, political science, or related fields. Additionally, candidates should have basic knowledge of data management and computer skills, particularly in MS Office and Kobo Toolbox. Strong organizational, reporting, and case documentation skills are essential for this role. Candidates must also demonstrate a commitment to NRC's values and principles, including integrity, respect, and accountability.

Educational Background:
The educational background required for the ICLA Technical Assistant position includes a university degree or diploma in law, social sciences, political science, or a related field. This educational foundation is crucial for understanding the legal and social issues faced by displaced populations and for effectively providing the necessary support and assistance.

Experience:
Candidates should have experience working in humanitarian or recovery contexts, particularly with displaced, returnee, or conflict-affected communities. Familiarity with local laws and administrative structures is considered an added advantage. Experience in legal case management and knowledge of civil documentation and housing, land, and property issues will be beneficial for this role.

Languages:
Native fluency in Arabic is mandatory for this position, as it is essential for effective communication with beneficiaries and stakeholders.
