Job Overview:
The UNV Procurement Specialist will play a crucial role in supporting the UNICEF Afghanistan Country Office (ACO) by managing procurement processes and ensuring an uninterrupted supply chain for the ACO. This position is based in Termez, which serves as a regional hub for procurement of goods. The specialist will coordinate procurement plans, monitor supply strategies, and ensure that all procurement activities align with UNICEF's guidelines. The role requires a proactive approach to managing contracts, maintaining procurement records, and supporting the capacity building of national staff. The specialist will also engage in community activities to promote volunteerism and integrate the UN Volunteers programme mandate into their work.

Duties and Responsibilities:
  • Coordinate and compile procurement/supply plans and contracting trackers, ensuring alignment with ACO Supply Strategy.
  • Monitor incoming Purchase Requisitions and Sales Orders for quality and adequacy of information.
  • Prepare solicitation documents such as RFQs, ITBs, and RFPs, and conduct bid openings and evaluations.
  • Draft and submit cases for the Contract Review Committee (CRC) and coordinate technical evaluations.
  • Create and maintain Purchase Orders (POs) in Vision according to award recommendations.
  • Establish and manage Long-Term Arrangements (LTA) based on country office needs.
  • Maintain comprehensive electronic files and records for assigned procurement cases.
  • Support capacity building of national staff by providing guidance on UNICEF supply policies and procedures.
  • Engage in community activities to promote volunteerism and contribute to UNV initiatives.

Required Qualifications:
The ideal candidate should possess strong analytical and organizational skills, with a keen attention to detail. They should demonstrate accountability, adaptability, and professionalism in their work. The candidate must have the ability to work collaboratively with diverse teams and stakeholders, and possess excellent communication skills. Familiarity with procurement processes and supply chain management is essential, along with a commitment to UNICEF's mission and values.

Educational Background:
A bachelor's degree in business administration, supply chain management, or a related field is required. Advanced degrees or certifications in procurement or logistics would be an advantage. Knowledge of UNICEF's supply guidelines and procurement policies is highly desirable.

Experience:
Candidates should have at least 2-3 years of relevant experience in procurement, supply chain management, or logistics. Experience working in a humanitarian or development context, particularly in a UN or international organization, is preferred. Familiarity with procurement software and tools, as well as experience in contract management, is essential.

Languages:
Fluency in English is mandatory, while knowledge of Uzbek and Russian is highly desirable. Proficiency in additional languages may be considered an asset.
