Job Overview:
The Head of Sub Office will play a crucial role in the overall management and administration of the IOM Sub Office in Peshawar. This position requires a strategic leader who can coordinate the implementation of IOM programming in alignment with the organization's policies and commitments. The Head of Sub Office will work under the supervision of the Chief of Mission and will be responsible for managing various operational functions, including human resources, finance, and supply chain management. The role also involves engaging with government authorities, UN agencies, and other stakeholders to ensure that IOM's operations remain relevant and effective within the provincial context. The successful candidate will be expected to provide operational and strategic support for program activities, ensuring adherence to safety and security" style="border-bottom: 1px dotted #007bff !important;">security procedures, and maintaining strong relationships with various partners.

Duties and Responsibilities:
  • Manage the operational, human resources, administrative, financial, and supply chain functions of the Sub-Office in accordance with IOM’s rules and regulations.
  • Lead day-to-day office management and coordinate training and capacity building for staff and contractors.
  • Participate in meetings with government authorities, UN agencies, NGOs, and academic institutions to ensure relevance of IOM operations.
  • Maintain and strengthen relationships with national, regional, and local authorities, UN agencies, and other stakeholders.
  • Liaise with UN agencies in implementing the UN Sustainable Development Cooperation Framework and other joint initiatives.
  • Ensure adherence to safety and security procedures for staff and assets in coordination with relevant stakeholders.
  • Provide operational and strategic support for program implementation, monitoring, and reporting.
  • Regularly update the Chief of Mission on program progress, challenges, and opportunities for expansion.
  • Assess operational challenges and provide technical support for program implementation. 1
  • Ensure visibility of IOM and donors as per agreements. 1
  • Perform other duties as assigned.

Required Qualifications:
  • Master’s degree in Political or Social Sciences, Humanitarian Affairs, Law, International Relations, Disaster Risk Reduction/Management, or a related field with five years of relevant experience; or a University degree in the same fields with seven years of relevant experience.
  • Experience in managing humanitarian and complex emergencies at an international level.
  • Proven experience in liaising with government authorities, donors, and multi-stakeholders.
  • Experience in project development, implementation, monitoring, and evaluation.
  • Familiarity with migration management principles and post-conflict operations.
  • Strong communication, negotiation, and project development skills.
  • High degree of computer literacy.

Educational Background:
Candidates must possess either a Master’s degree in relevant fields such as Political or Social Sciences, Humanitarian Affairs, Law, International Relations, or Disaster Risk Management, along with five years of relevant professional experience. Alternatively, a University degree in the same fields with seven years of relevant experience is acceptable. This educational background is essential for understanding the complexities of migration management and humanitarian operations.

Experience:
The position requires significant experience in managing humanitarian operations, particularly in complex and post-conflict environments. Candidates should have a proven track record of working with government authorities, donors, and various stakeholders at an international level. Experience in project development, implementation, monitoring, and evaluation is crucial, as is familiarity with the regional context and challenges related to migration management.

Languages:
Fluency in English and Urdu is mandatory for this position, both oral and written. Knowledge of any other local languages is desirable and will be evaluated during the selection process. Proficiency in the required languages will be assessed through written and/or oral assessments as part of the recruitment process.

Additional Notes:
The selection process for this position is subject to funding confirmation, and candidates may be considered for similar positions in various duty stations for a period of 24 months. National Professional Officers must be nationals of the country of their employment. The appointment will be contingent upon medical fitness certification and verification of residency and visa requirements.
