Job Overview: The Head of Sub Office will play a crucial role in the overall management and administration of the IOM Sub Office in Quetta. This position requires a strong leader who can coordinate the implementation of IOM's broad programming in alignment with the organization's policies and commitments. The Head of Sub Office will work under the supervision of the Chief of Mission and will be responsible for managing various operational functions including human resources, administration, finance, and supply chain management. The role also involves engaging with government authorities, NGOs, and other stakeholders to ensure that IOM's operations remain relevant and effective in addressing migration issues within the provincial context. Duties and Responsibilities: The Head of Sub Office will manage the operational, human resources, administrative, financial, and supply chain functions of the Sub Office in accordance with IOM’s rules and regulations. Key responsibilities include leading day-to-day office management, coordinating training and capacity building for staff and contractors, participating in meetings with government authorities and other stakeholders, maintaining relationships with national and local authorities, and ensuring compliance with safety and security procedures. The Head of Sub Office will also provide operational and strategic support for program implementation, monitor progress, and report on achievements and challenges. Regular updates to the Chief of Mission on program implementation and potential opportunities for expansion will be required. The role also involves assessing operational challenges and providing technical guidance to ensure efficiency and cost-effectiveness.
Required Qualifications: Candidates must possess a Master’s degree in Political or Social Sciences, Humanitarian Affairs, Law, International Relations, Disaster Risk Reduction/Management, or a related field from an accredited institution, along with five years of relevant professional experience. Alternatively, a University degree in the same fields with seven years of relevant experience is acceptable. Candidates should have experience managing humanitarian operations, liaising with government authorities and multi-stakeholders, project development, and program implementation. Strong knowledge of migration management principles and the ability to work effectively under pressure are essential.
Educational Background: A Master’s degree in a relevant field such as Political or Social Sciences, Humanitarian Affairs, Law, International Relations, or Disaster Risk Management is required. A University degree in these fields is acceptable if accompanied by additional years of relevant experience. The educational background should reflect a strong understanding of the complexities involved in migration and humanitarian issues.
Experience: Candidates should have substantial experience in managing humanitarian and complex emergencies at an international level. Experience in liaising with government authorities, donors, and various stakeholders is crucial. Additionally, candidates should have a proven track record in project development, implementation, monitoring, and evaluation, particularly in the context of migration management and humanitarian assistance.
Languages: Fluency in English and Urdu is required for this position, both oral and written. Knowledge of any other local languages is desirable and will be evaluated during the selection process. Proficiency in the required languages will be assessed through written and/or oral assessments as part of the recruitment process.
Additional Notes: The position is subject to funding confirmation and may be used to staff similar positions in various duty stations. Recommended candidates will remain eligible for appointment in similar positions for a period of 24 months. National Professional Officers must be nationals of the country of their employment and perform work at a professional level. The appointment will be contingent upon medical fitness certification, residency verification, and necessary government authorizations.
