Job Overview:
The Area Manager (AM) plays a crucial role in coordinating, managing, developing, and representing DRC's programming in Tripolitania, Libya. This position is responsible for overseeing program implementation in alignment with DRC's strategies and ensuring that operations comply with the organization's regulations, procedures, and guidelines. The AM will foster productive relationships with beneficiaries, community leaders, governmental authorities, donors, national and international NGOs, and UN agencies. As the primary representative of DRC in the area of responsibility (AoR), the AM will manage all staff within the AoR and ensure a results-oriented team environment. Additionally, the AM will prioritize the safety of DRC staff, beneficiaries, and assets by implementing a proactive acceptance approach in line with DRC's security" style="border-bottom: 1px dotted #007bff !important;">security framework.

Duties and Responsibilities:
The Area Manager's duties and responsibilities encompass several key areas: Representation and Coordination, where the AM participates in senior management team meetings, represents all aspects of programs and operations, and fosters relationships with government authorities and stakeholders. In Management, the AM will line manage area support and program staff, ensure inter-department coordination, and develop staff capacity-building plans. The Programme Management and Development section involves adapting DRC's national strategy to local contexts, providing guidance for program development, and overseeing project implementation. Safety and Security responsibilities include ensuring a secure environment for staff and beneficiaries, managing security incidents, and promoting adherence to safety procedures. The Accountability aspect requires the AM to ensure compliance with DRC policies and procedures, while Operational duties involve overseeing logistical, HR, finance, and office services activities. Finally, the AM will be responsible for internal reporting and documentation of DRC's impact in the area.

Required Qualifications:
To qualify for the Area Manager position, candidates must possess a minimum of seven years of experience managing humanitarian and development programs with NGOs. Additionally, candidates should have at least 7-10 years of experience in overseeing multi-sector, multi-donor programs in complex environments, along with a minimum of five years in a senior management role demonstrating leadership and strategic oversight. Strong project and operations experience is essential, as well as a postgraduate degree in a relevant field such as international development, social sciences, or public administration. Candidates should also exhibit a strong 'can-do' attitude and the ability to work both independently and collaboratively.

Educational Background:
Candidates for the Area Manager position are required to hold a postgraduate degree in a relevant field. This could include disciplines such as international development, social sciences, public administration, or other related areas that equip them with the necessary knowledge and skills to effectively manage humanitarian programs and operations.

Experience:
The ideal candidate should have a substantial level of experience, specifically a minimum of seven years in managing humanitarian and development programs. This experience should include overseeing multi-sector, multi-donor programs in complex and volatile environments, demonstrating the ability to navigate challenges and deliver results effectively. Additionally, candidates should have at least five years of experience in a senior management role, showcasing their leadership capabilities and strategic oversight in program implementation.

Languages:
Fluency in English is mandatory for this position, with excellent verbal and written communication skills. Proficiency in Arabic is highly desirable, as it will facilitate effective communication with local stakeholders and beneficiaries. Candidates who possess additional language skills may have an advantage in this role, as it can enhance collaboration and engagement with diverse communities.
