Job Overview: In the role of Head of Safety, you will play a crucial part in ensuring the effective implementation of DRC’s Safety Risk Management System (SRMS). This includes adherence to the Global Safety Policy and the identification of both known and potential risks. You will be tasked with determining and executing appropriate mitigation measures, mechanisms, and procedures to enhance safety and security" style="border-bottom: 1px dotted #007bff !important;">security within the organization. Your responsibilities will also encompass ongoing context assessments and daily safety management, which will be conducted in close collaboration with Senior Management and Safety Focal Points. This role is pivotal in maintaining operational continuity and resilience within the DRC Ukraine country program, ensuring that safety protocols are not only established but also effectively communicated and adhered to across all levels of the organization.
Duties and Responsibilities: Your primary responsibilities will include maintaining the DRC Safety Risk Management System (SRMS) across all program locations in Ukraine. You will support the recruitment and training of Safety Focal Points, ensuring they are equipped with the necessary skills and knowledge to manage safety effectively. Oversight and quality assurance of the SRMS will be a key part of your role, as will managing the Safety Level System (SLS) for field sites based on individual Safety Risk Assessments (SRA). You will identify actual and perceived risks to maintain program continuity and enhance resilience through robust security management. Additionally, you will lead the development of contextualized risk management policies and procedures, facilitate program access through informed advice, and maintain relevant safety documentation. Regular security analysis and reporting will be required, along with the creation and delivery of high-quality security training for staff. You will also mentor and coach safety focal points and ensure that new staff receive appropriate safety briefings. Coordination with the Crisis Management Team and participation in Incident Management Teams will be essential, as will working with Area Managers to ensure safety is adequately budgeted in grants. You will act as the focal point for safety-related procurement and develop networks for information sharing.
Required Qualifications: To be considered for this position, you must have a minimum of 5 years of experience as a Security Manager or Advisor for an NGO in a high-risk or conflict zone, or in a similar role. Proven experience in context and security analysis, as well as advising humanitarian personnel, is essential. You should have experience in developing and updating Standard Operating Procedures (SOPs), contingency plans, and other risk assessment documents. A strong background in incident and crisis management is required, along with experience in conducting safety training for both international and national staff. The ability to provide written conflict analysis and prioritize tasks under pressure is crucial. Proficiency in common software packages is expected, and you should be able to motivate and guide team members in safety and security matters, especially during crises. Flexibility to travel to difficult areas at short notice is also necessary. Fluency in English is mandatory.
Educational Background: While a Master's degree in a relevant field is preferred, it is not a strict requirement for this position. Candidates with a strong background in security management or related disciplines will be considered favorably, particularly if they can demonstrate relevant experience and skills.
Experience: Candidates should possess a minimum of 5 years of relevant experience in security management or advisory roles within NGOs, particularly in high-risk or conflict environments. This experience should include a proven track record in security analysis, crisis management, and training delivery.
Languages: Fluency in English is required for this position. Knowledge of Ukrainian is considered an advantage, as it may enhance communication and operational effectiveness within the local context.
Additional Notes: The contract for this position is set until January 2028, with the possibility of renewal based on performance and funding, following a successful 3-month probation period. The position is classified under Band E1, which denotes a management level role. The designated duty station for this position is Kyiv, with a start date anticipated in March 202
