Job Overview: The Director of the Supply Chain Division (SCD) will be responsible for directing, planning, organizing, managing, and controlling the global Supply Chain Management function of IOM. This includes developing and establishing supply chain strategies, policy positions, and procedures for the organization. The SCD Director will lead transformative interventions as part of ongoing Business Transformation Initiatives. The role requires providing authoritative leadership to supply chain services critical to various IOM projects implemented by missions worldwide, both regular and emergency-related. The SCD encompasses Planning, Sourcing, Warehousing, Transportation/Distribution, Analytics, and Reporting, along with the development of related policies and instructions for procurement of goods and services, as well as construction and infrastructure needs of IOM. The SCD Director will also address and resolve difficult or sensitive matters or disputes affecting efficient implementation by field missions and offices globally.
Duties and Responsibilities:
Plan, direct, and coordinate an integrated system of supply chain management and contractual arrangements related to the provision of items and services necessary for all programmes and projects executed by the Organization worldwide.
Formulate, advocate for, and establish policies, operational directives, priorities, programme schedules, budgetary proposals, and guidelines relating to supply chain management worldwide.
Provide strategic direction for IOM in its supply chain management to maximize efficiencies and speed of delivery.
Direct technical groups of staff and coordinate interrelated activities by subordinate groups of staff and with other technical programmes in the Organization.
Develop and maintain effective liaison channels and relations with member states, donors, and other external stakeholders.
Establish, implement, and monitor the Organization’s procurement and contract standards.
Oversee the planning and delivery of procurement requirements, ensuring appropriate controls and consistent application of IOM’s policies.
Develop and establish policy positions for the Organization's procurement and contract programmes.
Manage, direct, support, and supervise staff in the SCD and MSCU in IOM Global Shared Services and Regional Offices. 1
Create opportunities for desired change, promote professionalization, career planning, and staff development. 1
Exercise strategic asset management and direct financial, budgetary, and administrative activities of the Division. 1
Develop IOM global staff and surge capacity in supply chain management. 1
Advise programme sections to ensure SCD involvement in programme design, planning, product selection, and forecasting. 1
Create models and frameworks for integrated risk management and robust internal controls for supply chain management activities. 1
Orchestrate and prioritize interventions required to strengthen existing supply chain processes. 1
Provide support to IOM Country Offices engaged in construction and procurement. 1
Plan, establish, and manage the effective division of supply chain management tasks and responsibilities between various offices.
Required Qualifications:
Master’s degree in Supply Chain Management, Engineering, Business Administration, or a related field from an accredited academic institution.
Fifteen years of relevant professional experience.
Certified Chartered Institute of Procurement & Supply (CIPS) Level Professional Diploma in Procurement and Logistics, or Member of the Chartered Institute of Procurement & Supply (MCIPS) is an advantage.
Proven experience in managing diverse supply chain operations in a global setting.
Excellent level of computer literacy and good knowledge of systems in supply/procurement/logistics/finance/accounting.
Knowledge or experience with Enterprise Resource Planning (ERP) systems is advantageous.
Experience in managing and developing teams of co-workers, including remote teams, and managing relationships with vendors, suppliers, and partners.
Demonstrated experience of working with procurement and supply in complex operations across multiple continents and contexts.
Educational Background: Candidates must possess a Master’s degree in Supply Chain Management, Engineering, Business Administration, or a related field from an accredited academic institution. Accredited Universities are those listed in the UNESCO World Higher Education Database. A professional certification from the Chartered Institute of Procurement & Supply (CIPS) is highly regarded and can significantly enhance a candidate's profile.
Experience: Candidates should have progressive responsible experience in managing diverse supply chain operations in a global setting. This includes experience with procurement and supply in complex operations, managing relationships with vendors and suppliers, and conducting international public tenders. Experience in transformative business process mapping in the supply chain landscape and systems improvement is also essential. Candidates should demonstrate an understanding of the challenges of project management and have experience with typical procurement-related challenges, including shortages of essential supplies, regulatory environments, and customs issues. Experience in international settings and with managing complex construction projects is considered a plus.
Languages: Fluency in English is required, both oral and written. A working knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) is an advantage. Proficiency in the required languages will be specifically evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: The position is a fixed-term contract for one year with the possibility of extension. It is classified at the D-1 grade level. The role is full-time and requires international mobility. The selection process may be used to staff similar positions in various duty stations. Recommended candidates will remain eligible for appointment in a similar position for a period of 24 months.
