Job Overview:
The Program Manager, Monitoring and Evaluation for Switchboard is a pivotal role within the IRC, responsible for overseeing the quality of internal data tracking to monitor project progress. This position entails supporting data collection efforts to identify needs and gather feedback, as well as communicating findings to pinpoint areas for improvement. The role is integral to the Switchboard initiative, which serves as a comprehensive resource hub for refugee service providers in the United States, aiming to empower these providers with essential tools for facilitating successful integration of newcomers into their communities. The Program Manager will engage in various M&E activities across projects with differing scopes and timelines, ensuring that the data collected is accurate and actionable. This is a grant-funded position tied to fiscal year 2026 timelines, with potential for extension based on funding availability, and can be performed remotely from anywhere in the United States.

Duties and Responsibilities:
The duties and responsibilities of the Program Manager, Monitoring and Evaluation include:
  • Supporting rapid needs assessment processes from design to reporting, utilizing surveys, focus group discussions, and key informant interviews.
  • Utilizing project proposals and design tools such as theories of change and logframes to identify project indicators and targets, and developing data tracking systems.
  • Ensuring consistent use of data collection tools by staff and partners, monitoring data quality, and addressing any identified issues.
  • Maintaining project databases to facilitate efficient and accurate data management, reporting, and analysis.
  • Producing accurate summaries to support action planning and reporting needs in collaboration with M&E team members and other staff.
  • Creating tools for collecting stakeholder feedback, analyzing results, and providing actionable recommendations.
  • Contributing to team efforts to streamline M&E systems for reporting and learning across projects.
  • Managing multiple projects with varying timelines and priorities to ensure timely delivery of M&E outputs.
  • Supporting the production of M&E learning resources and training opportunities, including webinars and written resources. 1
  • Assisting the M&E team in addressing technical assistance requests as needed. 1
  • Performing other duties as assigned.

Required Qualifications:
The required qualifications for the Program Manager, Monitoring and Evaluation position include:
  • A Bachelor’s degree in social sciences, information systems, or a related field, or equivalent experience.
  • A minimum of 2 years of experience in monitoring and evaluation (M&E) work.
  • Strong organizational, project management, and time management skills, with the ability to manage multiple competing priorities and deadlines.
  • A demonstrated commitment to data-driven programming.
  • Experience in M&E systems, including project design and familiarity with theories of change, logframes, indicators, and targets.
  • Proven ability to collect data using surveys and other data collection tools, analyze and visualize data, and report findings.
  • Comfort in working under supervision with routine tasks and regular check-ins.
  • Ability to work collaboratively with diverse teams and external stakeholders.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in social sciences, information systems, or a related field. Equivalent experience may also be considered in lieu of formal education.

Experience:
The position requires a minimum of 2 years of relevant experience in monitoring and evaluation (M&E) work. Candidates should have a strong background in managing M&E systems and be familiar with project design methodologies, including theories of change and logframes.

Languages:
Fluency in English is mandatory, with excellent verbal and written communication skills, including public speaking abilities. Additional language skills may be considered an asset but are not explicitly required.

This position may be located in a standard office environment in New York, NY, or it may be performed remotely. The role requires domestic travel 3-6 times per year. The compensation for this position ranges from $60,000 to $73,000, with the exact offer depending on various factors such as labor market conditions, job type, internal equity, and the candidate's experience and skills.
