Job Overview: The adviser" style="border-bottom: 1px dotted #007bff !important;">Environmental Affairs Adviser position is a seconded role at the P3 level within the UN common system, focusing on supporting the Office of the Co-ordinator of OSCE Economic and Environmental Activities (OCEEA). The primary function of this role is to develop, implement, and coordinate projects related to transboundary natural resource and water management. The adviser will work closely with regional and local OSCE executive structures and other international actors to provide technical and policy advice, as well as capacity-building workshops and events. The role requires a proactive approach to project design, ensuring alignment with OSCE standards and national and regional policies, while also enhancing the visibility and impact of OCEEA activities. The adviser will be responsible for guiding project implementation, organizing events, and establishing partnerships with various stakeholders to address environmental security issues, particularly in the context of water management.
Duties and Responsibilities: The Environmental Affairs Adviser will undertake a variety of tasks, including: developing, implementing, and coordinating environmental projects, particularly in water management; identifying needs and priorities to ensure alignment with national and regional policies; organizing meetings, technical events, trainings, and conferences on water security; establishing and maintaining working relationships with international and regional organizations, business partners, and NGOs; representing OCEEA at relevant meetings and events; analyzing environmental developments and policies; identifying opportunities for joint activities and supporting coordinated program development; contributing to OCEEA policy and dialogue processes; collecting and analyzing environmental and social data; preparing reports, papers, and other written outputs; mobilizing funding for environmental activities; and enhancing the visibility of OCEEA activities through outreach materials and events.
Required Qualifications: Candidates must possess a second-level university degree in Environmental Science, Economics, International Relations, or Political Sciences, with a focus on environmental security issues. A first-level university degree combined with two additional years of relevant experience will be accepted in lieu of the second-level degree. Recognized project management certification is considered an asset. A minimum of five years of professional experience is required, with seven years preferred for candidates holding a relevant first-level degree. Experience in diplomatic service and international organizations is highly valued, as is familiarity with OSCE regions, particularly Central Asia, South Eastern Europe, Eastern Europe, or South Caucasus. Candidates should also have familiarity with a broad spectrum of security-related environmental issues, strong analytical skills, and experience in research.
Educational Background: The position requires a second-level university degree in a relevant field such as Environmental Science, Economics, International Relations, or Political Sciences. Candidates with a first-level university degree and additional relevant experience may also be considered. A recognized project management certification would be advantageous.
Experience: Candidates should have a minimum of five years of professional experience, preferably at the international or multilateral level. Experience in diplomatic service and within international organizations is considered an important asset. Familiarity with the OSCE regions and environmental security issues is also beneficial.
Languages: Professional fluency in English is mandatory, with excellent communication and drafting skills. Knowledge of another OSCE language, particularly Russian, is considered an important asset.
Additional Notes: This position is a fixed-term international secondment role, with a maximum service period of 10 years.
