This position is crucial for leading security analysis in the Eastern and Southern Africa Region (ESAR), contributing to the strategic management of regional security operations, and providing guidance to country-level managers and security focal points. The consultant will be responsible for supporting the RSA in enhancing security risk management processes and mechanisms, which are essential for the strategic implementation of related programs throughout the region. The role involves leading advanced security and political analysis, providing high-level strategic inputs to strengthen regional security risk management, and informing decision-making. The consultant will also offer specialized support and technical guidance to country-level security managers, ensuring they receive timely analytical products and expert recommendations. This position requires a proactive approach to understanding and addressing security dynamics in the region, particularly in areas affected by armed conflict, terrorism, and humanitarian access challenges.
Duties and Responsibilities: The consultant will undertake a variety of tasks, including planning, developing, and coordinating procedures for the collection and analysis of security information to support UNICEF operations. Responsibilities include collecting and compiling data on evolving situations in the region, analyzing information to identify emerging trends, and providing early warnings regarding potential threats to the safety and security of UNICEF staff and assets. The consultant will also provide detailed analysis of country and sub-regional dynamics, particularly concerning armed conflict and population movements, and will report on security planning and emergency preparedness tailored to specific country needs. Additionally, the consultant will conduct security risk assessments, introduce technological innovations in security reporting, and institutionalize best practices. The consultant will produce thematic briefing papers, contribute to analytical documents, and support the RSA in strategic guidance during briefings and meetings.
Required Qualifications: Candidates must possess an advanced university degree in fields such as Security Risk Management, International Relations, Conflict Analysis, or related areas. A minimum of 8 years of relevant professional experience is required, with a strong background in political and security analysis, ideally within a regional context. Experience in the ESAR region and a well-established network of contacts are highly desirable. Candidates should also have experience in analysis from various contexts, such as academic, military, or government, and experience working with a UN Agency in a regional capacity is preferred. The role demands strong competencies in building partnerships, self-awareness, ethical awareness, and strategic thinking.
Educational Background: An advanced university degree in Security Risk Management, International Relations, Conflict Analysis, Intelligence Analysis, Diplomatic Studies, or a related technical field is required for this position. This educational background is essential to equip the consultant with the necessary knowledge and skills to effectively analyze security risks and provide strategic guidance.
Experience: The position requires a minimum of 8 years of relevant professional work experience, particularly in crisis management and political and security analysis. Experience working in the Eastern and Southern Africa region is highly desirable, as is a proven track record of conducting security analysis and providing strategic recommendations in complex environments. Candidates should demonstrate a strong understanding of regional dynamics and the ability to navigate challenging security contexts.
Languages: Strong oral and written command of the English language is mandatory for this position. Knowledge of French is considered desirable, as it may enhance communication and collaboration within the region and with various stakeholders.
Additional Notes: The consultancy will be conducted remotely, with no travel planned or included. Payment will be made as a lump sum upon satisfactory completion of deliverables. Selected candidates must confirm their fully vaccinated status against COVID-19, although this requirement does not apply to those working remotely.
