Job Overview: The Regional Advisor for the Middle East & Northern Africa (MENA) will report to the MSF Access Head of Europe & MENA Hub and will play a crucial role in enhancing the understanding of regional contexts, maintaining and expanding key networks, and engaging with relevant stakeholders. This position is pivotal in supporting the design and implementation of effective advocacy strategies directed towards governments, non-governmental stakeholders, pharmaceutical companies, and the research community in the MENA region. The advisor will focus on improving access to healthcare products and services, particularly in countries where MSF operates, including Egypt, Lebanon, Jordan, Iraq, Syria, Türkiye, Iran, Yemen, and the occupied Palestinian territories. The role will also involve collaboration with partners in Saudi Arabia, Oman, and the UAE, where opportunities for regional engagement exist. The advisor will contribute to the MSF Access strategic objectives by addressing critical health issues such as non-communicable diseases, antimicrobial resistance, and tuberculosis, ensuring that all activities align with MSF's programmatic priorities and are coordinated with country representatives and the Regional Humanitarian Representation Team.
Duties and Responsibilities: The Regional Advisor will be responsible for a variety of tasks, including: developing systems to continuously monitor and analyze policies and stakeholders relevant to MSF Access strategic objectives; analyzing trends and opportunities at the regional level and providing strategic advice; designing and implementing advocacy strategies in collaboration with MSF colleagues; contributing to the development of regional analysis and advocacy strategies; strengthening engagement with key stakeholders; representing MSF Access in relevant platforms; supporting MSF programs in understanding medical-political issues; and managing short-term researchers or consultants on special projects. The advisor will also be the first line of contact for program teams and will engage in operationalizing advocacy actions to address challenges in accessing medical products.
Required Qualifications: Candidates must possess strong analytical skills, excellent communication abilities, and a deep understanding of the healthcare landscape in the MENA region. They should have experience in advocacy, policy analysis, and stakeholder engagement, particularly in the context of humanitarian work. The ideal candidate will demonstrate a commitment to MSF's humanitarian principles and possess the ability to work collaboratively in a multicultural environment. Proficiency in project management and strategic planning is essential, along with the ability to navigate complex political environments.
Educational Background: A relevant degree in public health, international relations, political science, or a related field is required. Advanced degrees or specialized training in health policy, advocacy, or humanitarian assistance will be considered an asset. Candidates should have a strong academic background that supports their understanding of the healthcare challenges faced in the MENA region.
Experience: Candidates should have a minimum of 5 years of relevant experience in advocacy, policy analysis, or program management within the humanitarian or healthcare sectors. Experience working in the MENA region is highly desirable, as is familiarity with MSF's operational context and strategic objectives. Proven track record in engaging with governmental and non-governmental stakeholders is essential, along with experience in developing and implementing advocacy strategies.
Languages: Fluency in English is mandatory, and proficiency in Arabic is highly desirable. Knowledge of French or other languages relevant to the region will be considered an advantage, as it will enhance communication with diverse stakeholders and partners.
