Job Overview: The Programme Manager is responsible for coordinating the promotion of inclusive governance and strengthening women's leadership, as well as preventing and responding to gender-based violence (GBV). This role involves close collaboration with other programme managers, operations teams, and various stakeholders to ensure the successful implementation of the country programme. The Programme Manager will oversee the development and implementation of work plans according to the Strategic Note and programme documents, liaise with national counterparts, donors, and partners to achieve programme results, and manage resources effectively. The position requires a strong focus on monitoring and reporting, as well as building partnerships and supporting resource mobilization strategies. The Programme Manager will also advocate for knowledge building and management, ensuring that the programme's implementation process is documented and aligned with UN Women guidelines.
Duties and Responsibilities:
Coordinate the GBV/Governance and women leadership Programme/Portfolios, ensuring alignment with the Strategic Note and programme documents.
Liaise with national counterparts, donors, and partners to achieve programme results and manage resources effectively.
Prepare and present work plans, periodic narrative progress reports, and expenditure status reports to the Programme Board and UN Women.
Establish systems for project planning, implementation, and monitoring in collaboration with partners.
Maintain documentation on relevant programme activities, issues, and risks.
Guide coordination with national partners to support the implementation and expansion of GBV/Governance and women leadership Programme/Portfolio.
Provide guidance to partners on performance indicators and monitor achievement of results.
Gather and compile information for monitoring and reporting on programmes and projects from planning to evaluation stages. 1
Monitor implementation activities and expenditure of funds by partners, conducting regular monitoring visits. 1
Write annual and quarterly reports and review implementing partner financial and narrative reports. 1
Supervise and manage a team of professional and administrative staff, reviewing performance and mentoring/coaching staff. 1
Coordinate the development and preparation of financial resources for the Programme, including budgeting and expenditure tracking. 1
Provide technical support for the development of partnerships and resource mobilization strategies. 1
Organize advocacy campaigns, events, trainings, workshops, and knowledge products. 1
Perform other duties as necessary for the efficient functioning of the Office and the Organization.
Required Qualifications:
Master’s degree or equivalent in public administration, law, human rights, gender equality, management, social sciences, or related areas is required.
A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) is an added advantage.
Strong programme formulation, implementation, monitoring, and evaluation skills.
Strong budget and finance skills.
Knowledge of Results Based Management.
Ability to synthesize program performance data and produce analytical reports for management and strategic decision-making.
Strong analytical skills and good knowledge of UN programme management systems.
Educational Background: Candidates must possess a Master’s degree or equivalent in relevant fields such as public administration, law, human rights, gender equality, management, social sciences, or other related areas. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be considered an added advantage.
Experience: Candidates should have at least 5 years of progressively responsible experience at the national or international level in managing complex and multi-component programme interventions with national partners, preferably related to gender-based violence, governance, and political leadership. Experience in coordinating, implementing, monitoring, and evaluating development programmes and projects is required. Previous experience working within the UN system is desirable.
Languages: Fluency in English and French is required for this position. Knowledge of another official UN language (such as Arabic, Chinese, Russian, or Spanish) is considered desirable.
Additional Notes: The position is full-time and involves leading a team of Programme assistants, associates, and analysts in GBV, governance, and political leadership.
