Job Overview:
The Head of Office in North Macedonia will be responsible for the overall management and administration of the IOM North Macedonia Office. This includes leading the promotion and implementation of IOM programming in alignment with the organization's policies, standards, and commitments. The Head of Office will work under the supervision of the Regional Director and the Chief of Mission, coordinating closely with Programme Managers and other units. The role requires a strategic approach to managing operational, human resources, administrative, financial, and supply chain functions, ensuring compliance with IOM's rules and regulations. The Head of Office will also be tasked with representing IOM in various meetings and establishing strong working relationships with governmental authorities, international organizations, NGOs, and other stakeholders involved in migration management. The position demands a proactive approach to project design and development, ensuring that the office implements an integrated, multi-programme approach that focuses on creating conducive conditions for migration management.

Duties and Responsibilities:
The Head of Office will oversee the management and administration of the IOM North Macedonia Office, ensuring that all operational, human resources, administrative, financial, and supply chain functions are conducted in accordance with IOM's rules and regulations. Key responsibilities include leading the recruitment, training, and capacity building of staff and third-party contractors, representing IOM in meetings with government authorities and other stakeholders, and establishing strong working relationships with various entities involved in migration management. The Head of Office will also lead the design and development of new projects, ensure adherence to safety and security" style="border-bottom: 1px dotted #007bff !important;">security procedures, monitor the implementation and reporting of programme activities, and advise the Chief of Mission on programme implementation progress and challenges. Additionally, the Head of Office will maintain oversight of programme deadlines and reporting requirements, ensuring visibility for IOM and its donors as per agreements.

Required Qualifications:
Candidates must possess a Master's degree in Political or Social Sciences, Humanitarian Affairs, Law, International Relations, Disaster Risk Reduction/Management, or a related field from an accredited institution, along with seven years of relevant professional experience. Alternatively, candidates with a University degree in the aforementioned fields must have nine years of relevant professional experience. Experience in managing humanitarian operations, liaising with government authorities and donors, project development, and programme implementation is essential. Candidates should also demonstrate sound knowledge of migration management principles and the ability to lead and coordinate multiple activities effectively.

Educational Background:
The educational background required for this position includes a Master's degree in relevant fields such as Political or Social Sciences, Humanitarian Affairs, Law, International Relations, or Disaster Risk Reduction/Management from an accredited academic institution. Candidates with a University degree in these fields must have additional years of relevant professional experience to qualify for the position. Accredited institutions are those listed in the UNESCO World Higher Education Database.

Experience:
The position requires significant experience in managing humanitarian, complex, and post-conflict emergencies at an international level. Candidates should have a proven track record of liaising with government authorities, donors, and multi-stakeholder environments. Experience in project development, reporting, programme implementation, monitoring, and evaluation is also necessary. Familiarity with the regional context and challenges related to migration management is highly desirable.

Languages:
Fluency in Macedonian is required for this position, both oral and written. Proficiency in IOM's official languages, which include English, French, and Spanish, is also beneficial and will be evaluated during the selection process through written and/or oral assessments.

Additional Notes:
The appointment is subject to funding confirmation and may be used to staff similar positions in various duty stations. Recommended candidates will remain eligible for appointment in similar positions for a period of 24 months. National Professional Officers must be nationals of the country of their employment and perform work at the professional level, adhering to the same recruitment qualifications and performance standards as International Professional staff. The appointment will also be contingent upon certification of medical fitness, verification of residency, visa, and necessary government authorizations.
