Job Overview: The primary objective of this consultancy position is to support the Ministry of Internal Affairs (MoIA) in operationalizing the Post-Traumatic Stress (PTS) Team Response Policy through the delivery of a comprehensive PTS Response Training Programme in 202
The consultant will be responsible for designing training curricula and materials that align with the PTS Team Response Policy, ensuring that the training is interactive and practice-oriented. The consultant will deliver training modules to two groups of MoIA/Border Police Station (BPS) officers, conduct assessments, gather feedback, and produce reports with recommendations for institutional integration of the training programme. This role is crucial in addressing the psychological support needs of police officers exposed to traumatic incidents and aims to create a sustainable learning framework for ongoing training and support.
Duties and Responsibilities: The consultant will perform a variety of tasks under the supervision of the Acting/Chief of Criminal Justice and Police Reform Unit (CJPRU). Throughout the consultancy period, the consultant will design training content in accordance with the PTS Team Response Policy, prepare and regularly update a detailed implementation schedule, and develop training materials such as agendas, handouts, and assessment tools. The consultant will deliver training modules at the MoIA Training Centre in Idrizovo, ensuring an interactive approach. Specific phases of the assignment include designing introductory modules on crisis intervention and trauma basics, delivering advanced specialized training on trauma-informed communication and de-escalation, and conducting refresher training. The consultant will also be responsible for collecting participant feedback and advising on institutional follow-up, culminating in the production of a final report summarizing results and recommendations for integrating the programme into the MoIA Training Catalogue.
Required Qualifications: Candidates must possess an advanced university degree (Master’s degree or equivalent) in psychology, clinical psychology, psychotherapy, counselling, or a related mental health discipline. Alternatively, a first-level university degree (Bachelor’s degree or equivalent) in similar fields, combined with two additional years of qualifying experience, may be accepted. A minimum of ten years of professional experience in clinical psychology, trauma-informed psychological support, adult education, stress management, and counselling is required. Candidates should demonstrate a proven track record in developing and delivering large-scale capacity-building programmes for various organizations, possess excellent facilitation and presentation skills, and have the ability to handle sensitive information with discretion. Strong interpersonal and communication skills, particularly in trauma-informed communication, are essential.
Educational Background: The educational background required for this position includes an advanced university degree (Master’s degree or equivalent) in psychology, clinical psychology, psychotherapy, counselling, or a related mental health discipline. In cases where candidates hold a Bachelor’s degree (first-level university degree or equivalent) in similar fields, they must also have two additional years of qualifying experience to meet the educational requirements. This educational foundation is critical for understanding the complexities of psychological support and training delivery in a law enforcement context.
Experience: Candidates should have a minimum of ten years of professional experience in relevant fields, including clinical psychology, trauma-informed psychological support, adult education, and stress management. Experience in developing and delivering training programmes for government institutions, international organizations, and NGOs is essential. Languages: Fluency in written and spoken Macedonian is mandatory, along with very good proficiency in English.
